ENCLOSt'RE DESCRIPTIO:: OF VIOLATIO::S Metropolitan Edison Company P.O. Box 542 Reading, Pennsylvania 19603 Docket No. 50-289 Certain activitics under your license appear to be in violation of AIC requirements.

These violation: have been reported to the AEC as Environmental Incidents and follou up action has been taken by the licensee. These apparent violations are considered to be of Categcry 11 severity.

1.

Section 2.1(a) of the Appendix B, Technical Specifications fcr Three Mile Island - Unit i limits the discharge teater temperature to no greater than 3*F below the inlet water tenparature.

Contrary to this requirement, the discharge water temperature e::cccdad 3*F belou the inlet water temperature on July 11, 15, 17 and 19, 1974.

Sca:ica 2.2.6 of tas Appenuix L, Tut.imAcal 6pecirications limits tne frco chlorine compcacnt, as ceasurcd at tha river discharge, to less than 0.1 ppa.

Centrary to this requirement, the free chlorine component, as ceasured at the river discharge, equalled 0.1 ppn on Septcacer 26, 1974.

Section 2.2.3 of the Appendix B, Technical Spc~cifications requires that pH, as ncasured at the Waste "autraliaing Tank prior to release, be betueen 6.0 and 9.0.

Contrary to these requirements, the pH.of natcrial released frem the Waste "cutrali::ing Tank exceeded these limits on August 31 September 15, 20 and 23, 1974.

We note that these natters vere reported to Regulatory as indicated above.

Ycur corrective measures were reviewed during this inspection.

We have no further questions on these matters at this time.

Section 4.1.1.A of the Appendix B, Technical Specifications requires, in part, that fish sampled as part of the fish impingement study be counted, ucighed and identified to the louest feasible taxon.

Contrary to this requirement, the total ucight of all fish from cach identified ta::ca was determined, rather than the individual fish neights.

Section 4.4c and Tabic 3 of Appendix 3, Technical Specifications' requires, in part, that milk be analy:cd for I-131 cithin eight days of sampling and uith sufficient sensitivity such that 0.5 picoeuries of I-131/11ter of milk can be determined at the time of sampling uithin an overall analytical error of 2257; at P.hc one sigma confidence level.

Contrary to these requircaents, in several instances the analyses vere not perforn d uit'/.in od.sht days of sampling and/or the sensitivity of analysis cas not sufficient to determine 0.5 picoeuries/ liter of I-131 in milk uithin 25T! overall analytical error.
