drafted a letter ve think contains the essential elements and a copy
of it is enclosed.
We talked with the Licensing Project Manager regarding the interpre-
tation of the Technical Specification which caused the inadequate
response frcm the licensee. Note that Paul Helsen discusses Licensin.7 s!
interpretation in his February 10 me=o to Earry Thornburg.
This compleeds our action on ites No, F1Sok3H2. -(Note that this centrol
number vaa originally F180h3Lfo and it was sent to us by changing the
receiving office from H0 to H2.

This concerns the letter, dated February 10, 1975, sent to you from
Paul R. Nelson, Chief, Radiological and Environmental Protection
Branch, URC Region I.
In that letter Mr. Nelson told you of his
requect for this office to consider your reply to one of the viola-
tions resulting from an inspection conducted by Mr. Bores on
November 20 and 21, 197h at Three Mile Island Nuclear Station. The
subject violation concerned the manner in which fish were sa= pled as
part or the rish impingement study.
We have considered your reply of January 20, 1975, and have discussed
it and the requirement expressed in Section h.l.1.A of your
,
Appendix B Technical Specifications with the Division of Reactor
Licensing, Office of Huclear Reactor Regulation.
We consider that
the Description of Violation, item h, enclosed with the December 20,
197h, letter from URC Region I was correct, and that, to comply
with the Technical Specification, individual fish veights =ust be
determined rather than the total weight of all fish frem each
identified taxon.

This statement should include corrective steps taken to prevent
further violations and the results achieved, corrective steps which
