PRELIMINARY NOTIFICATION May 3, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-100 This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

INDICATION OF A LOL WATER LEVEL IN REACTOR The licensee reported at 3:20 p.m., on May 2, 1979 that while performing routine surveillance testing work, a reactor high pressure scram occurred at 1:51 p.m.
All systems functioned as required and the licensee immediately proceeded to make a scram recovery. Upon proceeding to restart the reactor recirculation pumps (which tripped as required at the time of the scram) the operators apparently closed all of the pump discharge valves and subsequently a triple low reactor water l'evel (4' 8" above the active fuel) was received at 1:54 p.m.
No other low water level signals were received.
The triple low water level instrumentation, according to the licensee, apparently receives its input from the core area while the other water level instrumentation receives signals from the reactor annulus area. No engineered safety features equipment automatically actuated. At the time of the scram the operators manually closed the Main Steam isolation valves and actuated the isolation condenser to assure decay heat removal. The licensee has placed the reactor in a cold shutdown condition and is proceeding to investigate the cause of the Triple Low Water Level signal.
A Region I inspector was dispatched to the site and has confirmed that no apparent fuel damage has occurred based upon reactor coolant samples and no abnormal activity releases took place.
Media interest is expected due to high public interest at Oyster Creek.
The State of New Jersey has been informed.
A press release will be made by the licensee.
NRC is considering a Press Release.
NRC, Region I, (Philadelphia) received notification of this occurrence by telephone from the Station Superintendent at 3:20 p.m., on May 2, 1979.
