DPR-71 AND DPR-62 RESPONSE TO VIOLATION OF NRC REQUIREMENTS Dear Mr. O'Reilly-In your letter of November 21, 1978, you forwarded a copy of IE Inpection Report 50-324/78-22 and 50-325/78-22 for the Brunswick Steam Electric Plant, Unit Nos. I and 2.

We have reviewed this report and find that it does not contain any information of a proorietary nature.

As noted in your letter, the report identified one item that appears to deviate from commitments to the NRC and requires a response. The item and Carolina Power & Light Company's response to it are addressed in the following text:

Infraction:

Appendix B, Technical Specification 5.3.2.

requires written procedures be developed, implemented, and aaintained to implement the Appendix B requirements.

In

addition, Specification 5.3.1 states quality assurance procedures will be developed for analysis of samples.

Contrary to the above, on September 26, 1978, the licensee did not have a written procedure for the ND6600 gamma spectroscopy system nor was the licensee adhering to RC&T radiochemi try procedure requirements in RC&T procedure Nos. 5102, 5103, 5201, 5203, 5302, 5304, and 5401, in that the licensee was not calibrating equipment with newly prepared calibration solutions.

needed, RC&T radiochemistry procedute Nos. 5102, 5103, 5201, 5203, 5302, 5304, and 5403.

A comprehensive procedure for the ND-6600 gamma spectroscopy system is being developed.

During the week beginning November 6, a Nuclear Data representative conducted a five-day ND-6600 operator training course in which RC&T foremen and technicians attended.

Information supplied during tnis course and the vendor ND-6600 procedure manual will be incorporated into the procedure being developed.

Full compliance will be achieved by March 30, 1979.
