Decket No. 50-3 4 Mr. Charles Goodwin, Jr.

Assistant Vice President Portland General Electric Company 121 SW Salmon Street Portland, Oregon 97204

Dear Mr. Goodwin:

We have completed our review of your letter of flovember 23,1977 (and references therein), which addressed the secondary side water har.ner generic issue as applied to Trojan fluclear Plant.

Based on this review, we have concluded that the existing means for reducing the potential for steam generator water hammer are adequate.for Trojan. The basis for our conclusion is provided in the enclosed Safety Evaluation Report and our consultant's report attached thereto.

We are therefore closing out this generic issue for Trojan.

Sincerely,,

/
