Based on the results of an AEC inspection conducted on September 10-12, 1974, it appears that one of your activities was not conducted in 'ull compliance with AIC regulations and the require =ents of your license as indicated below.

10 CFR 73.40 requires that the Security Plan submitted by the licensee be followed after March 6, 1974.

Section 2.3 of the Securit'f Plan's Administrative Procedure AP10ll.1, Revision 0, dated February 13, 1974 states that the individual issued a key for a security (protected) area lock is responsible for the area under that key's control until the area is again secured and the key is returned.
Contrary to the above, between 11:30 a.m. and 12:00 noon on September 12, 1974, an AEC inspector observed that a double swinging gate to a security (protected) area on the north side of the Service Building was open and apparently was not under control, and the inspector entered this gate unescorted and then gained entrance to the Service Building without verifica-tion of the propriety of such entrance being atte=pted or accomplished.
