Docket No. 50-289 Operating License DPR-50 Enclosed please find a check in the amount of Three Thousand-Five Hundred Dollars ($3,500) in payment of the civil penalty announced under cover of your letter of November 20,197h, for a security violation that occurred at our Three Mile Island Nuclear Station.
It is our understanding that the enclosed check constitutes payment of the entire penalty for this violation.
Although we have decided to pay the penalty in lieu of requesting a hearing, please be advised that after having again reviewed Appendix 3 of your letter of October 23,197h (Notice of Proposed Imposition of Civil Penalty), and the Enclosure to your letter of November 20,197h (Order Imposing Civil Monetary Penalty), we still believe the penalty should not have been inposed for reasons as stated in our letter of October 16, 1974 However, we do not feel it is in the best interests

of the taxpaying public and our ratepayers and stockholders, all of whom must ultinately share the burden of all legal costs, to further pursue e
