Reference (a) transmitted IE Bulletin No. 79-18,
" Audibility Problems Encountered on Evacuation of Personnel from High-Noise Areas."
This Bulletin required action to be taken by Commonwealth Edison Company at its operating plants.
Attachment A to this letter contains Commonwealth Edison's response to this Bulletin for Dresden, Quad-Cities and Zion Stations.

.I 50 295/304 ATTACHMENT A RESPONSE TO IE BULLETIN NO. 79-18 The subject Bulletin has been reviewed by Commonwealth Edison's Dresden, Quad-Cities and Zion Stations, and the following responses are provided:
A.
Dresden Station Units 1, 2 and 3 1.
Dresden Unit 1 is currently in a refueling / chemical cleaning outage, and the required information will be submitted within 30 days of the plant startup following the outage.

To determine whether the installed evacuation announce-ment systems are clearly audible throughout all plant areas for Dresden 2 and 3, a Special Operation Procedure (SOP #414) was developed to test all accessible areas with emphasis on high-noise areas.
The evacuation siren could not be heard in the following areas:
(1) stock system building (2) max. recycle building, (3) rad-waste barreling area,a d (4) the lift station.
A modification was initiated to install additional sirens.

Since there are certain areas within the plant which are accessible and contain equipment not normally used but required in standby (Core Spray, HPCI, LPCI, D/G), these areas will be tested when required rurveillances are run in order to obtain the maximum anticipated noise levels for the respective areas.
Any deficiencies noted will be corrected.
4.
All locked Hi-Rad areas will be tested during the next unit outage of sufficient length.
Since all Hi-Rcd areas are currently controlled per Dresden Administrative Procedure (DAP 12-4), entry and exit to these areas are maintained by the respective NSO's.
The procedure requires the NSO to verify that all personnel in these Hi-Rad areas be cantccted in the event of an evacuation.
B.
Quad-Cities station Units 1 and 2 1.
Existing plant alarm systems are adequately audible to alert personnel in the event of a fire or need for evacuation.
These alarm systems consist of warning sirens and lights (in high-noise areas) and the PA system.

Commonwealth Edison 2.
In addition, a modification had been issued to install additional evacuation sirens at several outside areas and in the Laundry Room.
This was done to improve the adequacy of the alarm system.
Based on a sound survey, the scope of this modification was increased in 1978 to inc ude newly installed buildings and additions.
The modification is currently being installed.
No additional actions are deemed necessary.
C.
Zion Station Units 1 and 2 1.
All areas throughout the plant were tested with emphasis on high-n'>ise areas.
Unit 2 containment was inaccessible at this time and will be tested at the earliest hot shutdown of sufficient duration.

As indicated in the attached Table 1, testing revealed various areas in which the evacuation siren was not audible.
As a result, signs will be posted at the entrance of each inaudible area instructing all personnel to obtain a pager unit from the shift supervisor prior to entering the inaudible area.
In addition, a procedure change will be instituted to direct the operator to contact all personnel in these areas via a paging unit in the event of a site evacuation.
Per the Bulletin, the procedure modification will be instituted by December 5, 1979.
