This refers to your letter dated January 5,1979, in response to our
letter dated December 8,1978.
It is the policy of our inspectors to inform licensees of apparent items

of noncompliance as soon as they are discovered.
This provides the
licensee with the opportunity to discuss the situation with the inspector

and resolve any potential differences of interpretation.
The condition
was identified while in the presence of members of your staff.
The
additional information you supplied in your letter indicates that your
procedural requirements are not clear nor fully understood by your
staff.
We, therefore, are not persuaded that the item should not be
classified as an Infraction.
You should submit to this office within
twenty (20) days the corrective actions you plan to take as requested in
our letter of December 8,1978.
