SUMMARY
OF VIY EVENTS Week Ending June 29, 1979 Surry, Unit No. 1 On June 19, VEPC0 advised the NRC by telephone that additional facility modifications would be required to correct pipe overstress and conditions during a postulated design earthquake.
VEDC0 estimates that completion of all pipestress analyses, pipe support analyses and completion of all nr.ces-sary hard re modifications will be "during the month of August."
Millstone, Unit No. 2 Following earlier ' review by the ACRS, NRR issued an aatherization June 25 to increase the power level fram 2560 to 2700 MWt.
North Anna NRR issued an amendment June 26 to the North Anna licensee. This amendment relates to differential settlement between the pump house and piping and to total settlement of pices.
Ch'erokee, Unit No.1/Perkinc Unit Nos.1. 2 and 3 Duke Power Company has postponed financial comitments for these units and plans to study power recuirements.
Fort St. Vrain On June 25, the reactor scrammed due to a series of events involving a transfomer shorting out.
Repairs and cleanup are expected to be completed by the week end and the plant ready to start up on July 12.
US/IAEA Safaguards Agreement As a result of recent hearings, it appears that the Senate will take affirmative action shortly on the US/IAEA Safeguards Agreement.
Decomissioning the Sheffield Burial Ground Technical and legal representatives from Federal and State agencies met in Illinois on June 25 to discuss strategies for cecomissioning the Sheffield low-level radioactive waste burial ground.

DIVISION OF SECURITY ITEMS OF INTEREST WEEK ENDING JUNE 29, 1979 SAI SECURITY WORKSHCP AND SEMINAR Two members of the Division of Security participated in a " Security Workshop ard Seminar" organized by the Corporate Security Office, Science Applications Inc. (SAI) on Tuesday, June 26, 1979, for their security officers in the eastern United States.
The workshop and seminar was held at the SAI office at 8400 West-park Drive, McLean, Virginia. NRC participants presented talks on the NRC Personnel Security Program and the NRC Security Classification Program.
INFORMATION SECURITY OVERSIGHT OFFICE (I500) REVIEW The 1500 will review NRC's Information Security Program on August 7, 1979 to insure como'.iance with the provisions of E.O.12055, "Naticnal Security Information," and its implementing directive. They will visit selected NRC offices ?qd divisions during their on-site review to assess the propriety of classi ication decisions, the proper marking of clas-

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending June 28, 1979 IAEA Supoort Meetina On June 20, a Safeguards staff member attended an interagency technical coordinating committee meeting held at Gerrantown to review the current U.S. program for technical assistance tc IAEA safeguards (POTAS). At this' meeting, representatives from ACDA and DOE also discussed their current independent R&D activities related to strengthening IAEA safeguards.
US/IAEA Safecuards Acreement Hearinas On June 22, Senators Pell and Glenn held hearings for the Senate Committee on Foreign Relations on the US/IAEA Safeguards Agreement. Messrs. Page and Morrow represented NMSS at this hearing. As a result of this hearing, it now appears that affirmative action on the treaty may be taken by the Senate with minimal delay.
NRC Staff Succort to the IAEA A Safeguards staff member attended a meeting at Battelle in Seattle on June 14-15 to review a draft outline and to discuss the general content of a consultant's report which is to be prepared under the U.S. direct support program to the IAEA Safeguards Evaluation Section. The purpose of the report is to develop a general approach for evaluation of IAEA audits performed on facility operi :ing and accounting records.
Transient Shioment Procosed Rule Further ccordination has been made with DCD officials having policy responsibility over ne Panama Canal Ccmcany concerning transient shipments in light of recer.:
threat activities.
The officials have stated that the company will be replaced by a U.S. government agency, the Panama Canal Cornission, en October 1,1979.
The question of amending tne Parama Canal Company regulations to recuire physical protection for transien. shipments cf fannula quantities of SSNM will have to be considered by the new Commission legal staff.

INFCE Workino Grouc 4 Chapters 5 and 6 of the draft final report covering environmental and economics evaluations respectivciv have been reviewed from the U.S perspective and an overall assessment has been pravided to the INFCE coordinator for use at the July TCC meeting in Vie na.
Environmental Survey of the Uranium Fuel Cvele - Table S-3 A meeting is planned for June 28 with BPNL and RES representatives to iron out the final preparation of the interim background reports on radon emissions from uranium mining. Based upon staff comments, the explanatory narrative for-Table S-3 for the present proceeding is being modified for submission to the Commission.
Imoacts of Tritium Releases A Fuel Cycle and Material Safety staff member has contacted specialists at ORNL and Mound Laboratory regarding control strategies for mitigating the impacts of releases of tritium from the American Atomics Plant. Other topics discussed included tritium measurement systems, containment systems, and possible application of this state-of-the art technology to other NRC material licensees.
Letter to Shelden r: avers Concernino Nuclear Waste Form A letter has been sent to Sheldon Meyers, Program Director for Nuclear Waste Management at DOE, expressing Waste Management's views that a geologic repository should be a multi-barrier system and that major, if not primary, importance should be placed on the waste forn itself, its packaging, any overpacks, and the local waste-rock interface. This would leave the geology as a fully redundant additicnal barrier.

Trio to Oak Ridce and Savannah River On June 20, Waste Management staff visit 2d Oak Ridge National Laboratory to participate in technical discussions concerning the use of cermets (ceramic-me' ' composites), hot pressed concrete, and sol-gel technology for encapsulation of n. 'i-level radioactive wastes.
On June 21 and 22, technical discussions were held with staff of the Savannah River Laboratory concerning DOE's overall program ror waste forms and work being done at SRL on glass, concrete, and alternate waste forms. Tours of laboratory, waste storage and pilot processing facilities were mace at both 0FNL and SRL.
The information from these discussions will be considered by the WM staff in developing perfomance criteria for solidification of high-level and transuranic waste.
Workshoo on Public Participation in Waste Manacement at Kevstone. Colorado On June 18-20, 1979, Waste Management staff members participated in a workshop on public participation in waste management held at Keystone, Colorado, by the Keystone Radioactive Waste Management Discussion Group. The workshop brought together representatives of environmental, state, industry academic and other public interests to formulate guidance to the Federal agencies on improving public participation in waste management decisionmaking.
Waste Isolation Pilot Plant A Waste Management representative attended the public hearings which wre held by the U.S. Department of Energy on the proposed Waste Isolation Pilot Plant (WIPP) on June 5, 7, 8 and 9, 1979. These hearings were held at Idaho Falls, Albuquerque, and Carlsbad.
The purpose of the hearings were to provide a forum for public coment en tie recently published draft environmental ir:cact statement on the WIPP. Many of the witnesses at the various sessicns raised the same issues. These issues were related to alternatives to WIPP, trans:crtation of radicactive material, tne applicability of the Price-Anderscn Act to transpor*ation and disccsal of radioactive waste, denial of rescurces, retrievability of waste, sociceconomic impacts, and NRC licensing review of WIPP.
Stratecies for Dec;mmissioninc tne Sheffield Burial Ground Technical and legal representatives from Federal and state agencies met. in Chicago, Illinois on June 25, 1979 to ciscuss strategies for decommissioning tne Sheffield icw-level radioactive waste burial ground. Waste Management NRR technical staff, and ELD were present from NRC.
The Illinois Department of Public Health, Illinois Geological Survey, U.S. Geological Survey, and Illinois Attorney General were also represented. The status of various state legal proceedings and the NRC's proceeding before the ASLB were reviewed.
Technical representatives exchanged information on studies in progress.

PNO-79-lS7 Washington Nuclear Project No. 2 - Allegations Regarding Imorcoer Postweld Heat Treat en of Reactor Feedn ter Pipe Weld - Possible Complaint to Congressmen - Region V (San Francisco) has received allegations regarding the application of excessive and non-uniform temoeratures in the post weld heat treatment of a safety related feedwater pice weld at WNP-2.
NRC investigation, to date, has not substantiated the allegations, althcugh other quality problems have been identified with cost weld heat treatment operations.
The contractor involved has stated his intention to write to Senators Jackscn and Magnuson because the contractor has not had the oopor-tunity to confront his accuser.

While performing surveillance testing in prepartation for startup, the upper containment area was sprayed with about 1,000 gallons of primary system water when a pressurized containment spray line was cycled ocen for periodic testing. There were no releases to the environment.

PNO-79-192 Oconee Unit 1 - Unit Shut Dowr to Modify Auxiliary Feedwater System - The reactor was shut down on June 24 to modify the auxiliary feedwater system pursuant to the licensee's comitments in reply to the Comission's Order of May 7,1979. Unit restart is scheduled for July 6.

PNO-79-194 Peach Botton Unit 3 - Unscheduled Load Reduction - On June 26, a steam leak from a one-half inch fitting was discovered on a turbine valve pressure tao.
Reactor power was reduced to about 20 percent while repairs were completed. The unit has resumed full power operation.

PNO-79-195 Surry Unit 2 - Injury to Three Construction Workers - Three workers were injured while attempting to ocen a metal crew box equipment container with a cutting torch. An unknown substance within the box explcded, blowing the lid open and injuring the workers. The individuals were hospi-talized for evaluation and treatmeat.

PNO-79-196 Hatch Unit 2 - High Pressure Coolant Injection (HPCI) and Reactor Core Isol~ation Cooling Trip - Fcllowing a planned Main Steam Isolation Valve (MSIV) closure startup test from 100% pcwer, the HPCI turbine and the RCIC turbines automatically started and then tripoed on apparent high steam flow to the turbines. The reactor scram and response of other safety ecuip-ment perfomed as expected. The licensee's investigation is in progress.

While making valve lineups, radiation alams on the charging pump area relitor and liquid waste release line were recei"ed.
In accordance with E.ocedures, the Auxiliary Building was evacuated.
It was determined that a short section of pipe had high radiation levels.
The source and nature of the material causing the high radiation levels are under investigation.

An overpack containing three packages of radioactive material was damaged on June 26, 1979, in the cargo area of Northwest Orient Airline. A repre-sentative of the State of Michigan Health Department responded and fcund that contamination was confined to the cbsorbent material within one package.

PN0-79-201 Kewaunee - Radiographic Indication in Feedwater Line Elbow Weld - The licensee has previously identified cracks in the steam generator nozzle to feedwater line transition pipe. The licensee has now started to examine other welds in the feedwater line.
Crack indications have been found in the first weld c' the first elbow upstream from the "B" steam generator feedwater nozzle.
Evaluations are continuing.

Robinson Steam Plant, Unit No. 2 On June 26, 1979, the Licensing Board in the proceeding for an amendment to increase the authorized power of the Robinson facility granted the '_icensee's motion (which was supported by the Staff) to terminate the proceeding The proceeding had be ome ur. contested by virtue of the withdrawal of the snly intervenor and the Board determined that there were no " extraordinary ci -
cumstances involving a serious safety, environmental or cc.. mon defense and security matter" which the Board should independently raise.
Prior to granting the motion the Board had received an affidavit from the S*.aff stating that it had identified no reason why the increased power level application could not be granted pending results of reviews of the Three Mile Island accident.

RAC-IV (Chicago) met to discuss its review of the existing Wisconsin plan and lay out a schedule for future field assistance in the Great Lakes area. RAC-IV (Atlanta) met to review status of the Tennessee and North Carolina planning effort.
The Federal Interagency Headquarters Advisory Committee met with eight regional staff members of various Regional Advisory Committees to refine or develop, as necessary, acceptance criteria for the elements of the " Guide and Checklist"(NUREG 75/lll).
This was in preparation for a training meeting fe" all RAC memoers to be held ia Kansas City in late July.

The publication will appear for four consecutive weeks to provide opportunity for public comment. After publication, the staff will prepare a paper for action by the Commission on the proposed agreement.
Tb; iidelines for Grants to States Under the Uranium Mill Tailings Radiation Cor.orol Act have gone to the Commission for information and are expected to be transmitted to the States in early July. The Guidelines describe the application procedures to be used by those Agreement States with mills and the criteria to be used by NRC to award and manage the grants.
