Gentlemen:

This refers to the inspection conducted by J. M. Fuchko of this office on

May 9-10, 1979, of activities authorized by NRC License No. NPF-4 at North

Anna 1 and to the discussion of our findings held with W. R. Cartwright at

the conclusion of the inspection.

The area examined during this inspection was your program for safeguarding

special nuclear material under the applicable provisions of Title 10, Code

of Federal Regulations, Part 73, " Physical Protection of Platts and Materials."

Within this area, the inspection consisted of selective examinations of

procedures and representative records, interviews with personnel, and

observations by the inspector.

During the inspection it was found that certain activities under your license

appear to be in noncompliance with NRC requirements. This item and references

to pertinent requirements are listed in the Notice of Violation enclosed here-

with as Appendix A.

Corrective actions to prevent recurrence were completed

prior to the conclusion of this inspection; therefore, a reply is not requested.

In accordance with Section 2.790(d) of the FRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, activities involving safeguards and

security measures are exempt from publi- disclosure; therefore, the enclosures

to this letter with the exception of the report cover page, whic'.4 is an inspec-

tion sucznary, will not be placed in the Public Document P.o om .
