APR 191979 SSINS 8150 MEMORANDUM FOR:

E. L. Jordan Assistant Director for Technical Programs, Division of Reactor Operstions, IE:HQ FROM:

R. C. Ecuis, Acting Chief, Jeactor Operations and NucIcar Support Branch

SUBJECT:

REGION II Com1ENTS ON CRYSTAL RIVER RESPONSE TO IEB 79-05 AND 79-05A (ITEMS 6-12)

I Corments are keyed to the nu:abered response in Florida Power Corpor.;tioc's response dated April 12, 1979.

Item 6 Cocaent (1)

The response is not clear for the seccad cclunn added to the right of the table (entitled " Isolation by Automatic HPI Actuation"). Does a "Yes" answer mean that system logic already exists to close the valve autoratically upcn HPI actuation? Or, is thic a modification nade in response to this bulletin?

Or, scheduled to be made?

(The licensee has stated that this Yes" meens a modification is bein6 considered for i:nplementation).

C,c uent (2)

Several items have been identified as required for core cooling ("Yes" in column entitled " Required for Corc Cooling"). These co@onents do not appeer necessary for corc cooliag, are cleted on a high XB pressure signal, and could be closed without inhibiting HPI cooling to the core. These iters are:

Coment (3)

Oa those valves that ere not to be isolated, (and not required for cc.re coolite;)

provide justification for not having a "close" signal. M e licer.ict -hould describe the program which assures that they are alrcedy closed.

Item 8 Co:ai:ent (1)

The lice.ncee has not identified valves in the suctica pach tatt 4.re reicvant to this response.

Item _9, Corcent (1)

The licensee has omitted reactor building, RCS, core flood, t.nd steam generator sample lines. The core flood tank vent and steau generator drain lines have heen omitted.

(Although Item 9 refers to "r,urpina", the abc ve containent penetrations appear relevant.)

Cea u nt 12_),

Tae licensee's discussicn of the RB surp puq interlock refers to t modi fi-cation to be igle. tented (to assure against intdvertent ~puging of the swip conten's when high radiction might be pre: rent). The date when this codifi-cation will be cceplete is o.nitted.

The licensee has not stated ubether or not resetting engineered san ty features instrumentation was1d automstically reopen the paths from the cou-talus.unt described in the response.

Also, the enclosed table has a coluso entitled "Autocatic Setting of Signai..." which appears incorrect.
