APPENDIX A NOTICE OF VIOLATION Carolina Power and Light Company License No. IPR-71 Brunswick Steam Electric Plant Units 1 and 2 Based on the NRC inspection April 16-20, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
A, As required by Provision 3.7.8 of the Technical Specifications, all penetrations in fire barriers protecting safety-related equipment are to be functional at all times.
In the event one or more of the required barriers become non-functional, a limiting condition for operation is required to be established within one hour consisting of a fire watch on at least one side of the penetration, or opera-bility of the fire detection system (s) p.oviding coverage on each side of the non-functional barrier (s) is to be verified.
Contrary to the above, on April 17 and 18,1979, approximately 50 percent of the approximately 75 fire doors in the fire barriers protecting safety-related. equipment throughout Units 1 and 2 were found to be non-functional. A limiting condition for operation had been established for only five of these non-functional fire barrier penetrations.
This is an infraction and is applicable to Units 1 and 2.
B.
As required by Provision 3.7.7.2 of the Technical Specifications, the automatic sprinkler system for the makeup water treatment building is required to be operable to provide protection for the fire pumps 1ccated within this 1uilding.
In the event the sprinkler system becomes inoperable, a limiting condition for operation consisting of a fire watch with backup fire suppression equipment is required to be established within one hour.
Contrary to the above, the sprinkler system for the makeup water treatment building was found inoperable on April 17, 1979 and the required timiting condition for operation had not been establshed.
This is an infraction and is applicable to Units 1 and 2.
