Dear Mr. O'Reilly:

Brunswick Steam Electric Plant has reviewed IE Inspection Report 50-324/79-33 and 50-325/79-34 and finds that it does not contain any information of a proprietary nature.

The report identified one item which appears to be in noncompliance with NRC requirements. This item and Carolina Power &

Light Company's response are addressed in the following text:

Deficiency:

As required by 10CFR50, Appendix B, Criterion XI and ANSI N18.7 (1972) as implemented by Brunswick Plant Operating Manual Volume XI " Quality Assurance," test results are required to be evaluated and approved and out-of-specification test results require correction.

Contrary to the above, the inspector's review of PT 1.1.12PC

" Reactor Protection System Main Steam Line Hi Radiation" disclosed certain data sheets with discrepancies that had not been identified by the licensee's review process.

Carolina Power & Light Company's Response:

The corrected data from PT 1.1.12PC was reviewed Lf plant management and approved.

It was determined that the out-of-specification recorded value was an administrative deficiency-the power of ten multiplier was left off.

Personnel in the review chain have been cautioned about the potential seriousness of not recognizing and evaluating deficiencies such as this.

Mr. James P. O'Reilly October 25, 1979 This deficiency has been reviewed with all I&C personnel who perform periodic testing. The nature of this deficiency will be included in the training for all I&C Technicians to maximize attention to detail in work such as this. All I&C supt;visory personnel have been instructed to be especially observant for documentational errors in their reviews.

All corrective action will be completed by November 1,1979.
