Docket No. 50-289 One of the activities under your license appears to be in violation of AEC regulations, as indicated below:

l Criterion II of Appendix B of 10 CFR Part 50 states in part that:
"The applicant shall establish at the earliest practicable time, consistent with the schedule for accomplishing the activities, a quality assurance program which ccmplies with the requirements of this Appendix.
This pro-gram shall be documented by written policies, procedures or instructions.
Contrary to the above, preoperational tests of safety related systems are being written, reviewed, approved and conducted without benefit of an approved quality assurance program.
