The Nuclear Regulatory Comission (tha Comission) has found that:

A.

The applications for amendment by Metropolitan Edison Company, 8ersey Central Power & Light Company, and Pennsylvania Electric Company (the licensees) dated September 4, 1975 and November 22, 1976, comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulatior.s set forth in 10 CFR Chapter I; B.

The facility will operate in confomity with the applicaticns, the provisions of the Act, and the rules and regulations of the Comission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the com.lon defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment.

APPRAISAL OF CHANGES IN THE ENVIR.# et,%L TECHNICAL SPECIFICATIONS (APPENDIX B) FOR THREE MILE ISLAND NUCLEAR STATION, UNIT NO. 1 By letter dated July 31, 1975, the licensee requested relocation of the sample stations 4-A-I, 3-I-I and 2-P-I from the construction personnel parking lot to a new location near the southern tip of Three Mile Island, where the stations would be designated TM-AP-951 TM-AI-951 and TM-RW-951. This change was approved by Amendment No.

18 to the Facility Operating License.

In attempting to implement this relocation the licensee has encountered legal problems which have prevented his use of the proposed site.

By his letter dated November 22, 1976, the licensee has proposed an alternate location (coordinate 8C1) near the east bank of the river and approximately 0.75 mile further downstream (southeast).

In this location the samplers will be approximately 2.2 miles ESE of the reactor contain-ment, will be in a low traffic area o's ground controlled by the licensee and will be near a populated rea. The proposed location also generally corresponds with a moni.oring location recommended by the NRC staff in the draft supplement to the Three Mile Island Unit No. 2 Final Environmental Statement (NUREG - 0066). Based on these factors we conclude that the proposed new location is suitable for performing monitoring in this region of the plant environs and therefore, that the proposed relocation is acceptable.

The change in frequency for performing a cow census from twice a year to once a year was previously approved by issuance of Amendment No.

18 to the Facility Operating License (NRC letter of July 23, 1976).

The requirement was inadvertently changed back to twice a year upon issuance of Amendment No. 20 to the License (NRC letter of August 23, 1976). This occurred because Amendment No. 20 revised some of the same pages revised by Amendment No. 18 and the revised pages issued by Amendment No. 18 had not been officially issued at the time Amendment No.' 20 was in preparation. The present change makes the correction necessary to meet the intent of both Amendment No. 18 and Amendment No. 20, and is therefore acceptable.

S. Nuclear Regulatory Comission (the Comission) has issued Acendcent No. 23 to Facility Operating License No. DPR-50, issued to Metropolitan Edison Company, Jersey Central Power & Light Company, and Pennsylvania Electric Company (the licensees), which revised Technical Specifications for operation of the Three Mile Island Nuclear Station, Unit No.1 (the facility) located in Dauphin County, Pennsyl-I vania. The amendment is effective as of its date of issuance.

The amendment revises the provisions in the Technical Specifications relating to the frequency at which a cow census will be performed and the location of one saroling station.

The applications for the amendment comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Ccmission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration, h
