The Comission has issued the enclosed Anendrent 'lo. 21 to Facility Operating License "o. DPD-50 for the Three !!ile Island Huclear Station, l' nit Mo.1.

This amendment consists of chances to the Technical Soecifications in response to your requests dated Septenber 4, 1975 and 'lovember 22, 1976.

This amendment revises the provisions in the Technical Specifications relating to the frequency at which a cow census will be perfomed and the location of one sampling station.

He have evaluated the notential for environnental impact of plant operation for each of these chances and our appraisals are surrar-ized in an enclosure to this letter. We have deternined that the amend-ment does not authorize a change in effluent tyoes or total amounts nor an incracse in power level, and will not result in any sianificant environmental inoact.

Having made this determination, we have further concluded that the amendment involves an action which is insignificant from the standcoint of environmental impact and nursuant to 10 CFR 551.5(d)(4) that an envirc rental imcact statenent, or necative declaration and environmen. *' imoact appraisal need not be prepared in connection with the issuc.. ice of this amendrent.

Since the anendment applies only to the environnental samling locations, and to sanpling frequencies, it does not involve sienificant new safety information of a tyce not considered by a orevious Commission safety review of the facility.

It does not involve a sienificant increase in the probability or consecuences of an accident, does not involve a sicnificant decrease in a safety marcin, and therefore does not involve a sianificant hazards consideration. We have also concluded that there is reasonable assurance that the health a id safety of the public will not be endancered by this action.
