JUL 13 ty/g MEMORANDUM FOR:

Roger J. llattson, Director, Division of Systems Safety, fiRR FROM:

Steven A. Varga, Acting Assistant Director for Light Water Reactors, DPM

SUBJECT:

POTENTI AL C0ARD fiOTIFICATIONS (BN-79-27)

Er. closure 1 is a memorandum that was forwarded to the Division of Project Management with the suggestion that we consider notifying the appropriate hearing boards.

We believe that the technical question raised by the memorandum should be con-sidered as a portion of your activities regarding the lessons learned as a result of the THI-2 accident.

We understand that the Containment Systems Branch has also initiated a preliminary analysis of the matter addressed in the enclosed memorandum.

Regarding potential board notification, DPM is of the opinion that the board notification of June 6,1979 (see Enclosure 2) is sufficient for the present.

This board notification, which was sent to every sitting reactor licensing board.

briefly describes the formation of the " Lessons Learned" task force.

It speci-fically includes reactor transient and accident analysis, which we believe covers containment analyses.

Based on this, DPM does not feel an additional boar '

notification on the subject covered in Enclosure 1 is needed until definit've revisions to license requirements are established.

However, we would appreciate naving your views on this matter.
