Dear Ms. Zarski:

This is in response to your letter dated September 11, 1979 in which you requested, pursuant to the Freeoom of Information Act, a full disclosure of the process used in determining the routes to be used for shipping spent fuel rods from the San Onofre Nuclear Power Plant to the temporary storage site in Morris, Illinois.

Your letter also states your interest in obtaining information on s x (6) specific topics.

In partial response to your request, five documents have been identified as being subject to your request.

These documents are listed in Appendix A.

Document 1 is 10 CFR Part 73 of the ComrJssion's regulations, a copy of which in enclosed.

Document 2 is NRC Report No. NUREG-0561, " Physical Protection of Shipments of Irradiated Reactor Fuel, Interim Guidance", (36 pages), issued June 29, 1979. A copy of this report can be purchased from the National Technical Information Service, Springfield, Virginia 22161.

Document 3 is a letter which was previously released and provided to you under "I'01A-79-375", except for the enclosure whie.h was exempt from disclosure pursuant to Exemption (4) of the Freedom of Information Act, (5 U.S.C. 552(b)(4)) and 10 CFR 9.5(a)(4) of the Commission's regulations.

The non-exempt portions of the enclosure to document 3 were sent to you with our letter dated October 4,1979.

Documenu 4 was also previously provided to you under "F01A-79-375".

Document 5 is a letter with an enclosure.

A copy of the letter is enclosed.

The enclosure to this letter is undergoing review by the NRC's staff to determine if portions are exempt from disclosure.

You will be informed when our review is completed.
