Gentlenen:
This refers to the inspection conducted under the Resident Inspection Program
by Messrs. W. D. Johnson, R. G. Spangler, G. H. Verduzco, E. A. Cupp, S. R.
Dean and R. Smith of this office covering the period of July 8 - August 9,1979,
of activities authorized by flRC Facility Operating License Ilos. DPR-51 and
~
f1PF-6 for the Arkansas fluclear One, Units 1 and 2, and to the discussion of
the findings by the inspectors with members of your staff at the conclusion of
each segment of the inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report. Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews with
personnel, and observations by the inspectors.
During this inspection it was found that one of your activities was not conducted
in full compliance with flRC requirements, as set forth in the flotice of Viola-
tion, enclosed herewith as Enclosure (1). This notice is sent to you pursuant
to the provisions of Section 2.201 of the f1RC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations.
Section 2.201 requires you to submit to
this office, within 20 days of your receipt of this notice, a written statement
or explanation in reply including:
(1) corrective steps which will be taken by
you, and the results achieved; (2) corrective steps which will a taken to avoid
further noncorrpliance; and (3) the date when full compliance wiil be achieved.
In accordance with Section 2.790 of the flRC's " Rules of Practice," Part 2, Title
10, Code of Federal Regulations, a copy of this letter and the enclosed inspection
report will be placed in the tiRC's Public Document Room.

any information that you believe to be proprietary, it is necessary that you
submit a written application to this office within 20 days of the date of this
letter,
equesting that such information be withheld from public disclosure.
The a: plication must include a full statement of the reasons why it is claimed
th:t the information is proprietary. The application should be prepared so
that arc' or ::rietary information identified is contained in an enclosure to
the a;:lication, since the application without the enclosure will also be
placad in the Public Document Room.
If we do not hear from you in this regard
within =e specified period, the report will be placed in the Public Document
Room.
