As requested by the Bulletin, a complete response to Action Items la through Id is provided in the attached 30-day report. Portions of safety-related stainless steel piping systems containing stagnant, borated, oxygenated water have been identified and._Je presented in the report. Although no stress corrosion cracking in safety-related stainless steel piping systems has been experienced at Trojan to date, an inspection program, as outlined in Bulletin Action Item 2, will be implemented and a complete report will be issued by November 23, 1979.

30 DAY REPORT I.

Introduction NRC IE Bulletin 79-17 requires that all licensees of PWRs conduct a review of safety-related systems within 30 days of the Bulletin to identify stainless steel piping which contains stagnant, oxy-genated, borated water. This review has been completed for the Trojan Nuclear Power Plant and is presented below. The Bulletin also requests in Items la through Id the results of tests and examinations which have been completed per 10 CFR 50.55a(g) (re:

IE Circular 76-06). The complete response to Items la. through Id is presented below.

II.

30-Day Action Items: Item 1 Conduct a review of safety-related stainless steel piping systems within 30 days of the date of this Bulletin to identify systems and portions of systems which contain stagnant, oxygenated, borated water. These systems typically include ECCS, decay / residual heat removal, Spent vuel Pool cooling, Containment spray and borated water storage tank (BWST-RWST) piping.

Response

A review of safety-related systems in the Trojan Nuclear Plant has been conducted to identify stainless steel piping containing stagnant, oxygenated, borated water. Sj tems which contain piping which fall into this category are listed on Attachment I.

(Also listed are cross-references between the P&ID numbers and the figures contained in the Trojan FSAR.) Specific piping falling within the scope of this review is listed 'in Attachment II.

Attachment II also includes information relevant to the exami-nation program, including the location of the piping on reference Piping and Instrument Diagrams (P& ids).

A.

Item 1(a)

Provide the extent and dates of the hydrotests, visual and volumetric examinations performed per 10 CFR 50.55a(g)

(re:

IE Circular 76-06 enclosed) of identified systems.

Include a description of the nondestructive examination procedures, procedure qualifications and acceptance criteria, the sampling plan, results of the examinations and any related corrective actions taken.

Response

The examination and pressure test program established for Trojan in response to IE Circular 76-06 was described in our letters to the Director, Region V, listed below:

The progran consisted of factoring into our established inservice inspection program (per ASME Section XI) addi-tional ultrasonic examinations and pressure testing of thin-walled stainless steel pipe. To date, no hydrostatic testing (to be performed once every 10 yr) has been accomplished. Nor has any ultrasonic examination (10 per-cent of the welds every 3-1/3 yr) been completed. We consider the program established for IE Circular 76-06 to be superseded by IE Bulletin 79-17 and are proceeding to implement the IE Bulletin 79-17 program. Therefore, the program estallished in tne above referenced letters is now considered null and void.

Item 1(b)

Provide a description of water chemistry controls, summary of chemistry data, any design changes and/or actions taken, such as periodic flushing or recirculation proce-dures to maintain required water chemistry with respect to pH, CL, F, 0.

Response

Attachment III summarizes the chemistry controls at the Trojan plant for piping within the scope of IE Bulle-tin 79-17.

If water chemistry falls outside of tbc specified range, immediate action is taken to locate the source of the contaminate and to re-establish the chemistry within the desired range.

Item 1(c)

Describe the preservice NDE performed on the weld joints of identified systems. The description is to include the applicable ASME code sections and supplements (addenda) that were followed, and the acceptance criterion.

Response

Attachment II identifies whicn piping within the scope of IE Bulletin 79-17 was also subject to ASME Section XI preservice NDE.

All such preservice NDE was performed in accordance with and subject to the acceptance criteria of the 1971 edition of ASME Code,Section XI and addenda thrcugh Winter 1972. The only exception is for a modifi-cation to Nuclear Class 1 piping accomplished in May, 1979. The preservice NDE for these new welds on isometric RC-2501R-15-60 was performed in accordance with and subject to the acceptance criteria of the 1974 edition of the ASME Code,Section XI and addenda through Summer, 1975. 1087 298

Item 1(d)

Facilities previously experienced cracking in identified systems, Item 1, are requested to identify (list) the new materials utilized in repair or replacement on a system-by-system basis.

If a report of this information and that requested above has been previously submitted to the NRC, please reference the specific report (s) in response to this Bulletin.

Response

To date, no stress corrosion cracking has been identi-fied in safety-related stainless steel piping systems at Trojan. The only failures of piping within the scope of IE Bulletin 79-17 observed to date occurred in 1977 and were caused by fatigue. These failures were due to cracking discovered at two different support attach-ment welds on isometric 2"-CS 'OlR-4-50.

The cracks were reported to Region V by LER 77-13 (report date June 3, 1977) and Revision 1 to LER 77-13 (report date, December 16, 1977).

The cause of failure was established as fatigue due to the combination of vibration and stress concentration at support attachment welds.

Corrective action involved redesign of the supports to eliminate the attachment veld, not only for the points in the system where the failures occurred, but also for a number of other supports with a similar design. The pipe itself was repaired by replacing the defective portion with a length of pipe made of the same material as originally used.
