This item is categorized as a Deficiency.
Section 3.E.1 of Construction Permit CPPR-105 requires that, "All work and activities in connection with this project shall be per-formed... in accordance with all permits issued for this project by the Pennsylvania Department of Environmental Resources." Pennte -
vania Department of Environmental Resources Industrial Wastes Permit No. 0473211 requires in Standard Condition 16, that, "No untreated i
or ineffectively treated waste waters shall at any time be discharged into the waters of the Commonwealth, and especial care shall be used to prevent accidental ' spills' or similar unusual discharges of all l
raw finished and waste materials." Special Condition A of Permit i
No. 0473211 requires that, "The effluent discharged to the waters of the Commonwealth... shall have a pH of not less ttan 6.0 nor j
greater th:n 9.0...."
Contrary to these requirements, on March 1,1979, ineffectively treated waste water with a pH of 12.4 from the waste concrete disposal area was allowed to flow directly into a drainage culvert which flows into the Ohio River.
