APPENDIX A NOTICE OF VIOLATION Public Service Electric and Gas Company Docket No. 50-354 This refers to the inspection conducted by representatives of the Region I (Philadelphia) office at the Hope Creek Generating Station, Unit 1, Hancocks Bridge, New Jersey, of activities authorized by NRC License No. CPPR-120.
During this inspection, conducted on April 16-19, 1979, the following apparent item of noncompliance was identified:
10 CFR 50, Appendix B, Criterion V, states, in part, that:
" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings... and shall be accomplished in accordance with these instructions, drawings, and procedures..."
Section 16.4.13 of Chapter 16 of the PSAR states, in part, "At the construction site, materials and equipment are received, inspected, stored, and maintained in accordance with standard field procedures..."
PDM Field Storage Procedure, FSP-01, states in paragrapn 2.g, " Penetration pipes shall be capped with protective closures."
Contrary to the above, as of April 17, 1979:
Penetration pipes, both in storage and installed, were not capped with protective closures.
