SUMMARY

OF THE PRE-APPLICATION MEETING WITH GENERAL ELECTRIC-HITACHI ON THE LICENSE RENEWAL OF THE NUCLEAR TEST REACTOR (EPID NO. L-2017-PMP-0012)

On June 5, 2019, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the GE-Hitachi (GEH) Nuclear Energy Americas LLC at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a pre-application for the Nuclear Test Reactor (NTR) license renewal application. The meeting notice and agenda, dated August 17, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML19056A473. A list of attendees is provided as an enclosure. The following is a summary of the topics discussed by the NRC staff, GEH, and the public.

Mr. Matthew Feyrer, Vallecitos Nuclear Center Operations Manager, presented an operation overview and current status of the NTR (ADAMS Accession No. ML19148A480).

License No. R-33 for the NTR expires on April 20, 2021. GEH stated it intends to request a renewed license for 20 years. Mr. Feyrer provided a tentative schedule for an early submittal of its license renewal application, as follows:

  • October 2019, update and incorporate by reference previously submitted safety analysis report (SAR), technical specifications and pending amendments.

The NRC staff then provided a discussion on the reviews of the documentation related to the facility, on-site reviews, and publication in the Federal Register of a notice of GEHs request that provides the opportunity for public participation, as well as a notice of the results of the NRC staffs review of the GEH application.

The NRC staff further discussed the acceptance review of the GEH application for renewal and the specific expectations for a complete license package. This included a reminder that although the NRC staff would use ISG-2009-001, the entire SAR would need to be updated and submitted as part of the application. Additionally, the NRC staff discussed the financial qualification information required and briefly discussed the effect of the Nuclear Energy Innovation and Modernization Act (Pub. L. No. 115-439), which has changed the requirements

for being licensed by the NRC as a utilization facility useful in the conduct of research (Class 104c) or as a commercial facility (Class 103).

The NRC staff also discussed the ancillary plans that are required for an application to renew the GEH license, including the Vallecitos Nuclear Center Site physical security and emergency plans, an environmental report, and the operator training and requalification plan. GEH acknowledged and requested that the NRC staff provide an example (ADAMS Accession No. ML17088A836) of an acceptable environmental report format. This information was provided via electronic mail to Mr. David Heckman, GEH Licensing Engineer on June 12, 2019.

Members of the public were then provided an opportunity to ask questions of the NRC staff related to the meeting information. A request was made for the public version of the 1997 GEH SAR (ADAMS Accession No. ML19162A313) and the meeting slides (ADAMS Accession No. ML19148A480). This information was provided via electronic mail on June 11, 2019.
