U.S. Nuclear Regulatory Commission Public Meeting Summary
Title:
NRC public meeting regarding the request by GE Hitachi (GEH) for a partial site release at the Vallecitos Nuclear Center Date of Meeting: March 28, 2019 Location: Aloft Hotel, Tactic Room 4075 Grafton St Dublin, CA Type of Meeting: Category 3 Purpose of the Meeting(s): The purpose of the meeting was to describe the request by GE Hitachi Nuclear Energy (GEH) to release a non-impacted portion of the Vallecitos Nuclear Center (VNC), along the southern boundary of the site adjacent to California Highway 84, for unrestricted use, and the U.S. Nuclear Regulatory Commission (NRC) process for partial site releases of nuclear power facilities, for interested members of the public in the vicinity of the site. In compliance with the regulations in Title 10 of the Code of Federal Regulations (10 CFR)
Section 50.83, this meeting was also held to answer any question from the public, and to take any comments from the public. The request by GEH is in the Agency-wide Documents Access and Management System (ADAMS) at accession nos. ML18348A425 and ML19057A466. The meeting announcement is in ADAMS at accession no. ML19077A149, and a notice of the meeting was published on March 21, 2019 in The Independent newspaper, Livermore, CA (https://www.independentnews.com).
General Details: The meeting was attended by 10 individuals including GEH representatives, a member of the public, and NRC staff. Presentations were made on the partial site release request made by GEH and the NRCs regulatory process and confirmatory surveys for partial site releases. A question and answer session with the public was then conducted before concluding the meeting.

The meeting started with welcome, introductions, and meeting information and ground rules. A GEH representative gave a presentation on their request to release a non-impacted portion of their site for unrestricted use and how the area was evaluated (Attachment 1). NRC licensing staff made a presentation (Attachment 2) on a status of the VNC power reactor licenses, the NRCs partial site release process, and the NRCs confirmatory survey process.
Public Participation Themes: The meeting was attended by a representative of Tri-Valley Communities Against a Radioactive Environment (CAREs) who lives locally to the site. The Tri-Valley CAREs representative asked questions on sampling, the status of the shutdown and operating reactors, environmental monitoring, and the status of nuclear fuel and nuclear material at the site. The meeting was transcribed (Attachment 3). All questions were answered during the meeting.
Action Items/Next Steps:
- Once the NRC confirmatory survey is complete, finalize the NRC process for the partial site release request per the regulations in 10 CFR 50.83 for release of non-impacted areas.
- Inform the licensee of the results of NRCs review of the partial site release request.
- Distribute all correspondence related to the partial site release request to the stakeholders identified on the distribution list for NRC correspondence for the site.
