Dear Mr. Saverot,

We are pleased to submit Holtec's application for the design certification of the HI-STAR ATB 1T Transportation Package pursuant to 10 CFR Part 71. The HI-STAR ATB IT package is designed for transportation of radioactive Non-Fuel Waste (NFW), including reactor-related waste and hardware. As noted in [1], the application includes additional information to support an efficient and timely review. Enclosure 1 to this letter is the proposed Certification of Compliance. Responses to questions from NRC staff [2] are in Enclosure 2. Enclosures 3 and 4 contain the non-proprietary and proprietary versions respectively, of the Safety Analysis Report (SAR) for the HI-STAR ATB 1T package. The revised licensing drawings are in Enclosure 5.

Enclosures 6 through 11 contain supporting calculation packages with analyses performed in support ofthe HI-STAR ATB 1 T SAR.

Therefore Enclosure 12 to this letter' is an affidavit prepared in accordance with 1 0 CFR 2.390 requesting that Enclosures 4 through 11 be withheld from public disclosure.

It should be noted that in the revised SAR (Rev. 2), new information since Rev. 1 are identified with track changes via revision bars in the margin of the page with the changed information.

However, a subset of new information, specific to changes based on [2], that have not been reviewed by NRC staff are highlighted (yellow) in addition to the tracked changes with revision bars. Information incorporated into Rev. 2 of the SAR that were previously reviewed by NRC staff per [3] and [4] are tracked with revision bars, but not highlighted.
