ACCEPTANCE REVIEW OF THE HF CONTROLS QUALITY ASSURANCE PROGRAM MANUAL, REVISION N (EPID L-2018-TOP-0041)

Dear Mr. Guo:

By letter dated May 16, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19149A421), HF Controls (HFC) submitted for U.S. Nuclear Regulatory Commission (NRC) staff review Quality Assurance Manual, Revision N (ADAMS Accession No. ML19149A418). The NRC staff has performed an acceptance review of the Quality Assurance Program Manual (QAPM).

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The NRC staff has reviewed the HFC QAPM and concluded that it did not provide technical information in sufficient detail to enable the NRC staff to complete its review and make an independent assessment regarding the acceptability of the QAPM.

This informational need was conveyed to HFC in our letter for Revision M dated November 9, 2018 (ADAMS Accession No. ML18297A003). Revision N of the QAPM made minor, editorial changes from Revision M, but did not address the NRC staff issues identified in our letter. For example, while Revision N states that the QAPM is designed to comply with the regulatory positions identified in Section C of Regulatory Guide 1.28, Quality Assurance Program Criteria (Design and Construction), Revision 5, the QAPM failed to describe how these regulatory positions would be implemented. Therefore, the NRC staff has found the supplement unresponsive to the cited information needs. Further, the NRC staff finds the request for approval of the proposed action unacceptable for NRC review pursuant to Title 10 of the Code of Federal Regulations (10CFR) 2.101.

The NRC staff activities on the review have ceased and the associated charge number has been closed. This does not preclude you from addressing the deficiencies discussed above and resubmitting the topical report at a future date.
