RESULTS OF ACCEPTANCE REVIEW THE HF CONTROLS QUALITY ASSURANCE PROGRAM MANUAL, REVISION M (EPID L-2018-TOP-0041)

Dear Mr. ODonnell:

By letter dated August 6, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18235A146), HF Controls (HFC) submitted for U.S. Nuclear Regulatory Commission (NRC) staff review Quality Assurance Manual, Revision M (ADAMS Accession No. ML18235A147). The NRC staff has performed an acceptance review of the Quality Assurance Program Manual (QAPM).

Based on its review of the information provided, the NRC staff cannot find sufficient details in the submittal to allow the staff to evaluate if the proposed QAPM meets the requirements in Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Appendix B, Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants. Although the information may be found in HFC procedures, HFC needs to distill that information into the QAPM.

Secondly, the QAPM states that the HFC quality program complies with NQA-1, Nuclear Quality Assurance, QA for Nuclear Facilities 2004 and NQA-1 2000. Regulatory Guide (RG) 1.28, Quality Assurance Program Criteria (Design and Construction), does not identify NQA-1 2000/2004 as a method to demonstrate compliance with Appendix B to 10 CFR Part 50.

HFC can commit to NQA-1 2000/2004, and the NRC staff will review the QAPM with that commitment. However, because the QAPM is different from the acceptance methods in RG 1.28, the review may take longer and require more requests for additional information.

It should be noted that RR901-107-10-PI, Amendment for HFC-FPGA System to HFC-6000 Safety Platform, Revision E stated that it meets NQA-1 2008. HFC should clarify in both documents which revision of NQA-1 will be followed or justify why different standards are included in the two documents.

Although the NRC staff has found that the current QAPM is not sufficiently detailed to begin our review, HFC can supplement the submittal with additional information. When the QAPM is revised, the NRC staff will determine if the supplemental information is complete enough to make the QAPM sufficient for review.

E. ODonnell Please provide the supplemental information within 60 days of the date of this letter. If the information is not provided within the 60 days, or if the information is found to be incomplete, the NRC staff will not be able to conduct an in-depth technical review of the QAPM.

Section 170.21 of 10 CFR requires that reviews are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, the NRC staff hours will be billed accordingly.
