Although, topside boots are not required for R8-1 detail, topside boots have been installed in many instances. F8-1 detail boot condition was acceptable with no evidence of degradation. In some cases topside seal configuration was also enclosed within insulation that prevent sealant inspection, but was accessible on the bottom side to allow visual evaluation of boot. In these cases the boot did not exhibit degradation. M-663-00017 A Attachment 83 Revision WO 1 5.2 Evaluation of Condition Page 7 of 8 Table I identifies penetration seals with temperature limitation issues where the service penetrant operates at a higher temperature than the seal design is qualified. The majority of these penetration seals exceed temperature limitations by less than 10°F (392°F material limitation). It is reasonable to conclude that this minor temperature variation will not affect, degrade or actually impact sealant materials. Other penetration seals may be exposed to temperatures that appear to be significantly greater than that specified in the manufacturer's material specification data sheet and are further evaluated herein. Penetrant service temperatures are calculated during design phases of the plant and are typically determined based on operating temperatures of major system equipment. In many instances, depending on the location of the affected penetration seal, the seal may not be exposed to the pre-determined design operating temperatures due to heat loss and actual cooler operating temperatures as distance from the major system equipment increases. The actual system design operating temperatures may also be less than initially identified during the design phases of the plant. Another factor that could affect the penetration sealant material is whether the pipe is insulated through the enclosure. Due to these many variables regarding system operating temperatures (service temperatures), seal configurations, and plant environments, the actual sealant conditions are best interpreted by in plant visual inspections to determine seal material acceptability. The plant has been operating for more than 19 years and degradation caused by excessive system temperature exposures would generally be visually evident on seal materials and/or components. If the penetration seal material (boot, damming or sealant) visually appears acceptable with no physical degradation such as discoloration, charring, excessive drying, loss of flexibility, or bond separation caused by environmental or system interactions, it can be concluded that the penetration seal is acceptable regardless of the calculated design service temperatures. When HOSE/HOLE or Silicone Foam is used as the primary sealant, it is typically concealed by installed boots. These Elastomer based materials have relatively the same temperature limitation as the boot material. Therefore, if no boot degradation is observed, it is reasonable to conclude that the condition of the concealed primary sealant material is acceptable. When ceramic fiber is used as the primary sealant, only the boot material needs to be considered because ceramic fiber is not affected by temperature exposures. When Radflex is used as the primary sealant, pipe insulation is generally provided to reduce temperature exposure, since Radflex has a very low temperature limitation (206°F). Typically, this insulation reduces contact temperature to that below the Radflex temperature limitation. Where readily visible, Radflex was physically examined for seal degradation. Where Radflex was concealed by boots, the boot visual condition was the determining factor regarding overall seal acceptability. M-663-00017 A Attachment B3 Revision WO 1 Page 8 of 8 All the penetration seals examined in Table I visually appeared acceptable with no apparent degradation and thus, are determined acceptable and will perform their intended function with no loss of fire resistance rating. Further engineering basis is provided in the Table I, "Comments/Disposition" column, where applicable. Continued Quality Control inspections through implementation of STN FP-452 will ensure ongoing compliance with Regulatory and Fire Protection requirements regarding penetrant service temperature limitations and the potential impact to seal material condition. Based on the above discussions and physical examinations, it is reasonable to conclude that penetration seals with temperature issues found visually acceptable (no degradation) will provide the necessary structural and thermal protection from the affects of fire commensurate with requirements of the corresponding M663-00017 typical detail. Therefore, the Table I penetrations are acceptable and will function as designed, concerning service temperature deviations. 5.3 Post Fire Safe Shutdown Impact There is no impact to PFSSO systems or components as a result of this evaluation. All penetrations have been found visually acceptable with no apparent visual degradation. 6.0 Conclusions Table I penetrations with potential service temperature limitation issues have been identified through a comprehensive review of design documentation and were examined in the plant for potential degradation caused by penetrant service temperature exposure. These penetration seals visually appeared acceptable with no apparent physical degradation caused by service temperature exposures. Based on these examinations, it is concluded that the existing penetration seals are acceptable for their intended service and penetration seal performance is not affected. This evaluation was conducted in effort to satisfy regulatory expectation regarding qualification and documentation of fire barrier penetration seals, as discussed in NRC Information Notice 88-04. This evaluation was conducted in accordance with the guidance of NRC Generic Letter 86-10. 2.0 Scope 2.1 The Table I penetrations in relation to the design requirements discussed in Section 5.1. 2.2 Refer to Section 7.0 of M-663-00017A for a cross-reference list of penetrations within Table I that are evaluated for additional seal parameters that do not satisfy the typical detail limitations of M663-00017. This is an acceptable assumption based on a review of the Quality Control documentation maintained during initial penetration seal installation activities and the intrusive inspections conducted to address LER 87-10, regarding seal material depth. 5.0 Evaluation 5.1 Assessment of Condition to Design Requirements The Table I penetrations contain a penetrant that exceeds the movement limitations of the assigned typical detail from M663-00017. The M663-00017 typical detail movement limitations are based on manufacturer identified seal material restrictions and fire tested configurations where the penetrant was subjected to pre-burn mechanical agitation. As identified in M663-00017A, penetration scope was determined based on a review of penetration data from EIS in comparison to M663-00017 limitations. EIS movement data was then applied to the actual location and orientation of the penetration to ascertain actual penetrant movement directions. This was necessary, since application of the X, Y, Z movement directions vary depending on orientation of seal and wall direction. Although, topside boots are not required for RB-1 detail, topside boots have been installed in many instances. FB-1detail boot condition was acceptable with no evidence of degradation. In some cases topside seal configuration was also enclosed within insulation that prevent sealant inspection, but was accessible on the bottom side to allow visual evaluation of boot. In these cases the boot did not exhibit degradation.

4. Penetrant movement that exceeds limitation of M-663-00017 typical detail.

M-663-00017 A Attachment 84 Revision W01 Page 7 of 10 5.2 Evaluation of Condition 5.2.1 Penetrant movements are calculated during design phases of the plant and are typically determined based on system operating temperatures and anticipated movement of piping systems. In many instances, depending on the location of the affected penetration seal, the seal may not be subjected to the pre-determined design movements due to heat loss within piping systems, distance from pipe restraints or actual system performance and movements experienced during operation. Due to these many variables regarding system design movements, temperatures, seal configurations, and plant environments, the actual sealant conditions are best interpreted (where possible) by in plant visual inspections to determine seal material acceptability. The plant has been operating for more than 19 years and degradation caused by excessive system movements would be visually evident for penetrations with sealants exposed, allowing direct visual examination. Considering this, acceptability can be determined predominantly through in plant visual inspections. The movement issues and penetration seal configurations are specifically discussed below. Table I penetration inspection results are document in Appendix A4-1. 1. FB-1 Penetrations with Large Axial Movement Application of the review methodology identified in Section 5.1 revealed that the movement direction prompting initial concern was in the axial direction for all of the FB-1 penetrations, with the exception of P145S1010. M663-00017 typical detail FB-1 limits axial movement to that presented by the slack presented by the boot fold. Field inspection revealed no boot degradation and acceptable boot slack. Therefore, penetrations P123W0418, P145W2468, P145W2469, P145W2470, and P145W2471 are bounded by the typical detail FB-1 limitations regarding penetrant movement, penetration seal P145S1010 is further evaluated below. 2. Penetration P122W1739 The primary sealant for P122W1739 is Radflex, which is extremely durable and flexible. One side is booted and the other side is sealed with Silicone Foam to a minimum depth of 1 W', sealing the opening where the system pipe support prevents the installation of a boot. Based on visual examination from the foam side, the seal has no apparent physical degradation caused by movement or environmental exposures. Although the Radflex is obscured by the boot and foam installations, it is concluded the Radflex is acceptable because the foam dam side does not exhibit any degradation, and foam has less movement limitations than Radflex. Therefore, it can be concluded that the movements identified are conservative M-663-00017 A Attachment B4 Revision W01 Page 8 of 10 (overstated), and the seal is acceptable based on visual examination and the material limitations discussed.

3. Penetration Movement Slightly Exceeds Typical Detail Limitation Penetrations referenced to this paragraph have movements that are only slightly greater than the typical detail limitations.

Visual examination determined that damming was unaffected and therefore the underlying sealant can be assumed acceptable. The lack of any physical degradation to the damming is basis for the sealant acceptance since the ceramic fiber damming has far less flexibility and elongation characteristics than the sealant material.

4. Penetration P121S0277 Penetration P121S0277 is sealed with Radflex and is booted on both barrier sides. The installed boots prevent physical access to the primary sealant material and visual examination cannot be performed without destructive disassembly.

The opening has a single penetrant with a lateral movement of 1.166" (worse case). The primary seal material, Radflex, is extremely durable and flexible. Test Reports CTP-1087, CTP-1065 and CTP-1004 have successfully tested penetrant movements with simultaneously applied 2" strokes in all three directions (400/200 cycles, as applicable) with no negative consequences. Based on this, it is concluded that movements less than 2" with sufficient annulus gaps (twice the specified design movement) are acceptable and will meet intended design function. A minimum annulus equal to the movement is required to ensure sufficient Radflex material exists to accommodate system movement and still maintain continuous bond/adhesion to both penetrant and opening surfaces during system movement. Because the penetrant is located within the center of the opening, the minimum annulus is approximately 6". This far exceeds the required annulus gap, ensuring the presence of sufficient material to accommodate piping movement and maintain bonding to both substrates. Therefore, it is reasonable to concluded that the Radflex is unaffected by the design movements identified. Additionally, the Radflex depth of at least 19" provides substantial seal material thickness to protect against a through opening resulting from penetrant movement.

5. Penetration P122S0339 Penetration P122S0339 is a RB-5A booted penetration seal configuration that relies on 3" ceramic fiber contained within the boots (both sides) to provide the fire resistance rating for the penetration seal enclosure.

The primary function of the boot is to satisfy pressure, water and air tightness requirements, as applicable. M-663-000 17 A Attachment B4 Revision W01 Page 9 of 10 Detail RB-5A incorporates a secondary annulus (air gap) to accommodate piping or system movement. As such, the booted ceramic fiber is the primary fire resistant material credited for fire rating that is not restricted when the pipe moves, allowing the ceramic fiber to move with the pipe during system cycles. Movement is only restricted by the size of the annulus within the primary sealant (HOLE/HOSE) along with sufficient boot material to accommodate system movement. Annulus size was a limitation considered during initial installation and will have no bearing or impact to the seal during operational functions or conditions. Visual inspection determined that penetration P122S0339 exhibited no signs of excessive movement or degradation and is therefore, deemed acceptable.

6. Penetration P145S1010 Penetration P145S1010 is a FB-1 detail with boots on both barrier sides. The installed boots prevents physical access to the primary sealant material (ceramic fiber) and internal visual examination cannot be performed without destructive disassembly.

The opening has two instrument tube penetrants with a lateral movement of 1.045" (worse case), with operating temperatures of 140°F. The internal sealant is 24" (depth) of compressed ceramic fiber, tightly installed throughout the barrier thickness, as required by the installation procedure. Both hstrument lines extend out from the seal interface with significant linear length and no rigid support restricting flexural movement. This length affords significant flexibility in both instrument lines, thus it is not credible that the postulated movement for these instrument lines could induce destructive compression to the internal sealant material (compressed ceramic fiber). Moreover, these instrument lines have small cross-sectional areas and temperatures that are slightly above ambient. Due to these moderate temperatures identified, the lateral movements originally specified can only be conservative (overstated). Both sides of the penetration seal have been examined and found acceptable with no evidence of excessive movements or boot degradation. Based on the above discussion, it is concluded that internal sealant compression is not credible. Therefore P145S1010 is acceptable regarding penetrant movement. Based on the above discussions, it is reasonable to conclude that penetrations with movement issues found visually acceptable (no degradation) will provide the necessary structural and thermal protection from the affects of fire commensurate with the boundary rating. Therefore, penetrations identified in Table I are acceptable and will function as designed, regarding the capability to accommodate penetrant movement while maintaining the required fire resistance rating. M-663-00017 A Attachment B4 Revision W01 Page 10 of 10 Continued Quality Control inspections through implementation of STN FP-452 will ensure ongoing compliance with Regulatory and Fire Protection requirements for all Table I penetrations. 5.3 Post Fire Safe Shutdown Impact There is no impact to PFSSD systems or components as a result of this evaluation. All penetrations have been found visually acceptable with no apparent visual degradation. 6.0 Conclusions Table I penetrations with potential penetration movement issues have been identified through a comprehensive review of design documentation and were examined in the plant for potential degradation caused by penetrant movement. These penetration seals visually appeared acceptable with no apparent physical degradation caused by penetrant movement. Based on these examinations, it is concluded that the existing penetration seals are acceptable for their intended service and penetration seal performance is not affected. This is an acceptable assumption based on a review of the Quality Control documentation maintained during initial penetration seal installation activities and the intrusive inspections conducted to address LER 87-10, regarding seal material depth. 5.0 Evaluation 5.1 Assessment of Condition to Design Requirements The penetration openings identified in Table I contain a pipe penetrant that exceeds the size limitation directly bounded by typical detail M-1 from M663-00017. The M-1 typical detail, which is comprised of a 6" Silicone Foam and ceramic fiber damming, directly qualifies a seal with up to a 4" diameter penetrant as 3-hour fire (F) and temperature (T) rated. The 12" x 54 blackout, sealed with a 6" depth of Silicone Foam over 1" ceramic fiber damming, contained multiple penetrants including a 6' spare conduit and a 6" conduit with 1 00% visual cable fill. The blackout successfully prevented the passage of flame and hot gases to the unexposed side for a 3-hour fire exposure duration. It also successfully passed the required post burn hose stream test. However, the unexposed seal surface temperatures for the spare 6' conduit exceeded the Wolf Creek 3-hour T rating unexposed side seal surface temperature limitation of 325°F plus ambient necessary to achieve a 3-hour T rating. The maximum seal surface temperature exhibited by the test assembly was 446°F. M-663-00017 identifies that where piping penetrations exist that do not satisfy T rating requirements, a seal assembly with an F rating corresponding to the hourly rating of the associated barrier is acceptable, provided evaluation demonstrates that exposed insitu combustibles and redundant post fire safe shutdown (PFSSD) equipment/circuits on the unexposed barrier side will not be detrimentally affected by the increased penetrant temperatures. In effort to evaluate fire area impact, field walk-downs and comprehensive assessment reviews, documented in Appendix 85, were conducted for each penetration of concern. This review was completed in accordance with the criteria and review methodology established in M-663-00017A Section 7.2.3 for non-T rated penetrations. The review identified that no exposed insitu combustibles or PFSSD circuits are located within the heat affected zone. Each of the penetrations satisfies the review criteria of M-663-00017 where T rating requirements are not met. Therefore, the penetrations are acceptable, as this evaluation demonstrates reasonable assurance that the penetration seals do not present a negative impact to PFSSD capability. 5.2.2 Penetration P113W0420 Penetration P113W0420 is sealed with an 8-1/4" depth of Silicone Foam between 1" ceramic fiber damming. The 8" diameter penetrant size exceeds the 4" penetrant limitation of typical detail M-1. Although the penetration does not contain the 9" Silicone Foam depth required by typical detail M-6A, it is considered 3-hour F and T rated when compared to the fire tested configurations and associated evaluations defining the limitations of detail M-6A. M-663-00017 A Attachment 85 Revision W01 Page 7 of? Fire test CTP-1 009 contained a penetration sealed with 9" of Silicone Foam over 1" ceramic fiber damming, resulting in a 10" total seal depth. The penetration was fire tested in a slab orientation. This fire test in comparison with the performance of IC01 091035, Penetration 3 and 03-5656-001 Slab 5 Penetration 148 (12" Silicone Foam seals), was also utilized as the basis for allowing up to a 10" diameter pipe penetrant for M-6A Additionally, as established in M663-00017, a floor/ceiling tested assembly presents a more severe fire exposure, thus bounding a wall seal configuration provided seal symmetry is addressed. P113W0420 is a wall penetration. It is provided ceramic fiber damming on both barrier sides, resulting in a symmetrical seal with a total depth of 10-1/4". Industry testing has repeatedly demonstrated that the fire resistive performance of ceramic fiber is superior to Silicone Foam, predominantly because ceramic fiber does not char (unlike Silicone Foam), when directly subjected to flame exposure. Since P113W0420 contains a greater btal seal depth than when M-6A is applied in the worse case floor/ceiling configuration, it reasonable to conclude that the penetration will perform at least as well M-6A Therefore, penetration P113W0420 is considered 3-hour F and T rated. Conservatively, the heat affected zone for this penetration was also reviewed in accordance with the criteria and methodology of established in M-663-00017A Section 7.2.3 for non-T rated penetrations. The review identified that no exposed insitu combustibles or PFSSD circuits are located within the heat affected zone for penetration P113W0420. 5.3 Post Fire Safe Shutdown Impact There is no impact to PFSSD systems or components as a result of this evaluation. Penetration P113W0420 provides en equivalent 3-hour F and T rated seal. The remaining Table I penetrations are 3-hour F rated. The comprehensive walkdown review for each of these penetrations revealed that no exposed insitu combustibles or PFSSD circuits are negatively affected by the non T rated penetrations. 6.0 Conclusions Penetration P113W0420 was determined to provide an equivalent 3-hour F and T rated seal. Based on the above discussions, it is reasonable to conclude that the remaining Table I penetration seals are acceptable as 3-hour F rated and will perform their intended function, regardless of not achieving a T rating. The penetration seals satisfy regulatory requirements and commitments as well as WCNOC Fire Protection Program requirements, to prevent spread of fire from one fire area to another. It has also been determined through this evaluation that the lack of a T rating will not affect the plant's ability to achieve and maintain PFSSD. This evaluation was conducted in effort to satisfy regulatory expectation regarding qualification and documentation of fire barrier penetration seals, as discussed in NRC Information Notice 88-04. This evaluation was conducted in accordance with the guidance of NRC Generic Letter 86-10. 2.0 Scope 2.1 The Table I penetrations in relation to the design requirements discussed in Section 5.1. 2.2 Refer to Section 7.0 of M-663-00017 A for a cross-reference list of penetrations within Table I that are evaluated for additional seal parameters that do not satisfy the typical detail limitations of M-663-00017. This is an acceptable assumption based on a review of the Quality Control documentation maintained during initial penetration seal installation activities and the intrusive inspections conducted to address LER 87-10, regarding seal material depth. 5.0 Evaluation 5.1 Assessment of Condition to Design Requirements The penetration openings identified in Table I contain a pipe penetrant that exceeds the size limitation directly bounded by typical detail M-6A. The M-6A typical detail, which is comprised of a 9" (min.) Silicone Foam and ceramic fiber damming, directly qualifies a seal with up to a 1 0" diameter penetrant as 3-hour fire (F) and temperature (T) rated. Penetration 11 was a 20" diameter opening sealed with a 12" depth of Silicone Foam and no damming. It contained a 16" diameter pipe penetrant. The tested configuration successful prevented the passage of flame and hot gases to the unexposed side for a 3-hour fire exposure duration. However, it did not pass the required post burn hose stream test. The primary reason for the unsuccessful hose stream test was that the seal configuration did not incorporate friction fitted damming, and a significant quantity of Silicone Foam was consumed during the fire exposure. M-663-00017 A Attachment 86 Revision W01 Page 6 of 7 A review of the M-663-00017 penetrant size evaluation for detail M-6A identifies that fire tested parameters, such as penetrant size, for 12" Silicone Foam seals were determined to be acceptable for bounding detail M-6A limitations based on the similar unexposed side free area thermal performance of the following fire tested configurations:

  • Blackout from CTP-1009, sealed with 9" of Silicone Foam over 1" ceramic fiber damming.
  • Penetration 3 from IC01091035, sealed with 12" of Silicone Foam. The comparable free area thermal performance of these two tested configurations substantiates that the fire resistive capability of ceramic fiber is superior to Silicone Foam, predominantly because ceramic fiber does not char (unlike Silicone Foam), when directly subjected to flame exposure.

Considering the presence of ceramic fiber damming on the bottom side for floor/ceiling applications and both barrier sides for wall applications, it is reasonable to conclude that the Table I penetrations will prevent both the passage of flame and hose stream to the unexposed side of the seal, thus satisfying a 3-hour F rating. The Table I penetrations are not considered T rated, as the unexposed side seal surface temperatures for Penetration 11 from M-663-00017 exceeded the Wolf Creek 3-hour T rating unexposed side seal surface temperature limitation of 325°F plus ambient. The maximum seal surface temperature exhibited by the test assembly was 647°F. M-663-00017 identifies that where piping penetrations exist that do not satisfy T rating requirements, a seal assembly with an F rating corresponding to the hourly rating of the associated barrier is acceptable, provided evaluation demonstrates that exposed insitu combustibles and redundant post fire safe shutdown (PFSSD) equipment/circuits on the unexposed barrier side will not be detrimentally affected by the increased penetrant temperatures. In effort to evaluate fire area impact, field walkdowns and comprehensive assessment reviews, documented in Appendix ro-1, were conducted for each penetration of concern. This review was completed in accordance with the criteria and review methodology established in M663-00017A Section 7.2.3 for non-T rated penetrations. The review identified that no exposed insitu combustibles or PFSSD circuits are located within the heat affected zone. Each of the penetrations satisfies the review criteria of M-663-00017 where T rating requirements are not met. Therefore, the penetrations are acceptable, as this evaluation demonstrates reasonable assurance that the penetration seals do not present a negative impact to PFSSD capability. The Table I penetrations are 3-hour F rated. The comprehensive walkdown review for each of these penetrations revealed that no exposed insitu combustibles or PFSSD circuits are regatively affected by the non T rated penetrations. 6.0 Conclusions Based on the above discussions, it is reasonable to conclude that the Table I penetration seals are acceptable as 3-hour F rated and will perform their intended function, regardless of not achieving a T rating. The penetration seals satisfy regulatory requirements and commitments as well as WCNOC Fire Protection Program requirements, to prevent spread of fire from one fire area to another. It has also been determined through this evaluation that the lack of a T rating will not affect the plant's ability to achieve and maintain PFSSD.
