SUMMARY

OF OCTOBER 31, 2018, PUBLIC TELEPHONE CONFERENCE WITH SOUTHERN NUCLEAR OPERATING COMPANY REGARDING PROPOSED LIMITATIONS AND CONDITIONS RELATED TO THE REVIEW OF VOGTLE SYSTEMATIC RISK-INFORMED ASSESSMENT OF DEBRIS TECHNICAL REPORT (EPID L-2017-TOP-0038)

On October 31, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Southern Nuclear Operating Company (SNC, licensee) to discuss the ongoing review of the Vogtle Electric Generating Plant, Units 1 and 2 systematic risk-informed assessment of debris technical report. The purpose of the meeting was for the NRC staff to describe to SNC the limitations and conditions that may be included in the NRC staffs safety evaluation of the technical report. The licensee submitted the plant-specific technical report to the NRC and requested NRC approval by letter dated April 21, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17116A096) as supplemented by letters dated July 11, 2017 (ADAMS Accession No. ML17192A245), November 9, 2017 (ADAMS Accession No. ML17314A014), January 2, 2018 (ADAMS Accession No. ML18004A070), January 9, 2018 (ADAMS Accession No. ML18009A841 ), February 6, 2018, (ADAMS Accession No. ML180378121 ), February 12, 2018 (ADAMS Accession No. ML18045A094 ), February 21, 2018 (ADAMS Accession No. ML180528342), May 23, 2018 (ADAMS Accession No. ML181438785), and July 10, 2018 (ADAMS Accession No. ML18193B162. The plant-specific technical report describes a risk-informed methodology to evaluate debris effects with the exception of in-vessel fiber limits.

The meeting notice and agenda, dated October 19, 2018 are available in the ADAMS at Accession No. ML18292A755. A copy of the limitations and conditions that the NRC staff may include in its safety evaluation is available in ADAMS at Accession No. ML18289A444.

The NRC staff described the regulatory basis for each of the limitations and conditions. The representatives of SNC did not have any comments or questions concerning the clarity or basis for any of the limitations and conditions. The staff informed SNC that NRC would need additional docketed information describing the coating debris volume error mentioned in the 9th condition, because there is no publically available record describing the error. The licensee stated that it would address 9.a prior to the NRC staff completing its review of the technical report. The NRC staff explained that any additional substantive technical information provided by the licensee may delay completion of the review.

The NRC staff did not make any regulatory decisions during the meeting. Members of the public were in attendance. No comments from the public were received during the public meeting.
