RECEIPT OF TEST DATA FOR THERMAL PERFORMANCE TEST FOR MAGNASTOR STORAGE SYSTEM FOR CERTIFICATE OF COMPLIANCE NO. 1031 - ACKNOWLEDGMENT LETTER

Dear Mr. Fowler:

By letter dated September 12, 2018 (Agencywide Documents Access and Management System Accession No. ML18257A079), NAC International (NAC) submitted a letter providing thermal performance test data to satisfy Technical Specification A5.6 (TS A5.6) in Certificate of Compliance No. 1031, for the Model No. MAGNASTOR storage system. This letter acknowledges receipt of your letter and informs you that it appears to contain the necessary information to begin our technical review of the data provided.

However, since the measurements and data in your letter were not performed on the first system placed into service with a decay heat greater than 30 kW, the letter and its attached thermal measurement data and analyses does not satisfy TS A5.6; therefore, general licensees cannot load a storage cask with a decay heat greater than 30 kW without performing the test listed in the certificate. In order for the first general licensee to load a storage cask with a decay heat greater than 30kW without performing a test in accordance with TS A5.6, your letter should be revised to request a certification action (amendment or revision) to modify or remove TS A5.6. In addition to this information, in order to expedite our technical review, please provide the input and output files listed in Appendices B and C of Enclosure 3 to your letter; and if possible, the mesh files associated with these runs.

W. Fowler The staff estimates that completing a review of the technical information provided in your letter and the forthcoming files will require approximately 200 staff review hours.
