Pursuant to 10 C.F.R. § 2.336 and the Atomic Safety and Licensing Boards November 29, 2017 Inial Scheduling Order, C-10 Research and Educaon Foundaon, Inc. (C-10) hereby discloses the addion of an expert who will work with us to support our contenons in Docket No. 50-443-LA-2.
Victor E. Saouma is a Professor of Civil Engineering at the University of Colorado in Boulder; Chair of RILEMs Commiee on the Prognosis of deterioraon and loss of serviceability in structures aected by alkali-silica reacons; past President of FraMCoS (Fracture Mechanics of Concrete); conducted AAR related research for the Swiss federal dam safety agency, the Tokyo Electric Power Company (TEPCO),
Oak Ridge Naonal Laboratory; Member of the Materials Aging and Degradaon (MAaD) External Review Commiee (ORNL, Light Water Reactor Sustainability R&D Program); past member of the Expanded Proacve Materials Degradaon Analysis Expert Panel (PMDA) for concrete in nuclear reactors; Reviewer of the French research program MACENA (associated with VeRCoRs); recently published an EPRI report on the numerical modeling of NCVS; published a book on Numerical Modeling of AAR; has published over 30 papers on AAR, chloride diusion, Seismic Analysis and Stochasc Analyses; has pioneered dynamic tesng (real-me hybrid simulaon); is also the Managing Partner of a recently formed consulng company X-Elasca.
C-10 hereby requesng that Professor Saouma be granted access to protected documents under NRC Docket No. 50-443-LA-2, regarding the license amendment request (LAR) 16-03 from NextEra Energy Seabrook, LLC (NextEra) to adopt a methodology to monitor the impacts of alkali-silica reacon (ASR) on concrete structures at Seabrook Staon, Unit No. 1 (Seabrook). C-10 reserves the right to submit addional names and adavits as this maer progresses in accordance with the Atomic Safety and Licensing Boards orders.
