Unit 1 Technical Specification (TS) Bases Update Summary Enclosure to AEP-NRC-2018-17 Revision Record Date Description of Change 59 08/02/2016 The change updated Bases 3.7.6, Condensate Storage Tank (CST), to clarify that the basis for the CST volume requirement is not the Updated Final Safety Analysis Report (UFSAR) Chapter 14 accident analysis. The changes also include the addition of TH 99-13 as Reference 3.

60 01/30/2017 The change adds Surveillance Requirements to verify that the system locations susceptible to gas accumulations are sufficiently filled with water and to provide allowances which permit performance of the verification. The change was made to address the concerns discussed in Generic Letter (GL) 2008-01, Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and Containment Spray Systems.

61 03/31/2017 These changes are associated with EC-0000053882 which implemented the new alternate source term (AST) dose analyses and also TSTF-490. The changes are associated with the License Amendment Request (LAR) that was approved by the U. S. Nuclear Regulatory Commission (NRC) on October 20, 2016.

62 04/17/2017 Revised Bases 3.9.2 to add that at least one Thermo Gamma-Metrics neutron flux monitor can be configured to provide an audible count rate to alert operators to a possible dilution accident.

63 07/17/2017 Updated the Bases to reflect TSTF-425 as requested by LAR AEP-NRC-2015-46, submitted to the NRC on November 19, 2015, and approved by NRC Safety Evaluation Report (SER)

ML17045A150. TSTF-425 relocates surveillance frequencies to a licensee controlled program.

64 09/18/2017 Bases changed as a result of TSTF-545, Revision 3, approved by the NRC via ML17103A106. The change deleted the Inservice Testing Program and created a new defined term INSERVICE TESTING PROGRAM. It also clarified the application of SR 3.0.2 and 3.0.3.

65 10/18/2017 This change affected Ultimate Heat Sink (UHS) - B 3.7.7 and B 3.7.8. The change deleted reference to essential service water (ESW) temperature of 88.9. B 3.7.9 changed the UHS temperature from 88.8F to 86.9F (two places). This change in UHS is supported by Engineering Change (EC)-55737 and provides suitable margin for component cooling water (CCW) heat exchanger fouling.

66 11/9/2017 Section B 3.9.3 changed the Limiting Condition for Operation (LCO) subsection to delete via the auxiliary building vent from the first sentence of the second paragraph. This change is supported by NRC SER dated September 21, 2017, ML17214A550.
