Title:

Public Meeting to Discuss the Oyster Creek Nuclear Generating Station Post-Shutdown Decommissioning Activities Report (EPID No. L-2018-LR0-0022)

The purpose of this meeting was to discuss and answer questions on the Oyster Creek Nuclear Generating Station (Oyster Creek) Post-Shutdown Decommissioning Activities Report (PSDAR), submitted by Exelon Generation Company, LLC (Exelon or the licensee) on May 21, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18141A775). The U.S. Nuclear Regulatory Commission (NRC) staff also solicited written comments from the public on those questions that could not be answered during the public meeting.

General Details:

The Oyster Creek PSDAR request for comment and meeting notice was published in the Federal Register on June 11, 2018 (83 FR 27033). On June 13, 2018 (ADAMS Accession No. ML18164A138), the NRC published the Oyster Creek PSDAR meeting notice with the agenda on the NRC public Web page. In addition, the NRC placed the Oyster Creek PSDAR meeting notice in the following local newspapers: The SandPaper and the Asbury Park Press.

The meeting was scheduled from 6:00 p.m. - 9:00 p.m. Eastern Daylight Time. Due to severe thunderstorms, the meeting started at approximately 6:10 p.m. to give people additional time to travel to the meeting location. The meeting began with presentations from the NRC staff, which focused on the decommissioning process, the NRC staff's review of the PSDAR, the inspection programs for decommissioning reactors and spent fuel storage, and the methods available for the members of the public to provide comments on the PSDAR. Exelon then made a presentation focused on the contents of the Oyster Creek PSDAR. Following the presentations, the NRC opened the meeting to allow attendees to ask questions and/or provide comments.

Approximately 125 people participated in the meeting. Approximately 15 participants asked questions and provided comments. In addition to members of the public, meeting participants included staff to Senator Robert Menendez, staff to Representative Chris Smith, representatives of the State of New Jersey, Mayor of Forked River, representatives from the local government, public advocacy groups, the media, and the licensee.

Summary of Presentations:

The NRC staff began the meeting by presenting information about the PSDAR review process, reactor decommissioning process, and the inspection programs for decommissioning reactors and spent fuel storage. The NRC's presentation materials can be found in ADAMS at Accession Nos. ML18201A307 and ML18201A284. Exelon's presentation material can be found in ADAMS at Accession No. ML18201A237.

Following the presentations, the NRC staff then opened the meeting to the general public to ask questions about the decommissioning process and to comment on the licensee's PSDAR. All members of the public who wanted to provide a comment were given the opportunity to speak.

Public Participation Topic Themes:

During the public question-and-answer session of the meeting, the NRC staff received comments and questions in the following general areas: decommissioning funding and timeline, onsite spent fuel storage, NRC inspection and security of the site during decommissioning, climate change impacts on the spent fuel dry casks, third-party decommissioning companies, reuse of the plant property, loss of revenue to the community following the plant closure, and the national spent fuel disposal policy.

The NRC staff will consider the comments provided during this meeting as part of its review of the PSDAR.
