UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 June 22, 2018 Site Vice President Entergy Operations, Inc.

Waterford Steam Electric Station, Unit 3 17265 River Road Killona, LA 70057-3093

SUBJECT:

WATERFORD STEAM ELECTRIC STATION, UNIT 3-0NLINE REFERENCE PORTAL FOR LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATION 3/4.7.4, "ULTIMATE HEAT SINK" (EPID L-2018-LLA-0080)

Dear Sir or Madam:

By letter dated March 26, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML180858196), as supplemented by letter dated May 17, 2018 (ADAMS Accession No. ML18137A494), Entergy Operations, Inc. (Entergy, the licensee),

submitted a license amendment request for Waterford Steam Electric Station, Unit 3 (Waterford 3). The proposed amendment would revise Waterford 3 Technical Specification (TS)

Section 3/4.7.4, "Ultimate Heat Sink." Specifically, the proposed amendment would correct the wet cooling tower basin level discrepancy, revise requirements for cooling fan operation described in TS 3.7.4 Action Statements a, c, and d, and revise TS Table 3.7-3, "Ultimate Heat Sink Minimum Fan Requirements Per Train."

To improve the efficiency of the U.S. Nuclear Regulatory Commission (NRC) reviews, the licensees' representatives and the NRC staff have discussed the use of an online reference portal that would allow the NRC staff and contractors limited read-only access to the basis documents and other reference materials cited in the applications. The online reference portal would allow the NRC staff to audit basis documents to determine whether the information included in the documents support the application. Documents identified as necessary for review of the application will be identified by the NRC staff. The licensee will be formally requested to submit those documents on the NRC docket. Use of the online reference portal is acceptable, as long as the following conditions are met:

  • The online reference portal will be password-protected and passwords will be assigned to those directly involved in the review on a need-to-know basis;
  • The online reference portal will be sufficiently secure to prevent NRC staff from printing, saving, or downloading any documents; and
  • Conditions of use of the online reference portal will be displayed on the login screen and will require concurrence by each user.

The NRC staff requests that the portal be populated with the documents listed in the enclosure to this letter. Please provide NRC staff access to the portal and send me the information needed to access the portal, such as username and password, as soon as possible.

The conditions associated with the online reference portal must be maintained throughout the duration of the review process. Please provide written confirmation that Entergy agrees to the terms and conditions set forth in this letter.

If you have any questions, please contact me at 301-415-1390 or via e-mail at April.Pulvirenti@nrc.gov.

Sincerely, April L. Pulvirenti, Project Manager Plant Licensing Branch IV Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation Docket No. 50-382

9. Documentation that describes the calculation of the bounding meteorological parameters (ambient wet bulb and ambient dry bulb temperatures for each critical time period} for design, based on historical data and the licensing basis that will be listed in the new Updated Final Safety Analysis Report Table and used to conservatively perform the same forecast function when the online forecast data is not available or when desired by operations.
