TEMPORARY WAIVER OF COMPLIANCE FOR SURRY UNIT 2 DOCKET NO. 50-281 OFFICIAL COPY This letter acknowledges your letter (Serial No.90-674) dated October 27, 1990, requesting a temporary waiver of compliance from the requirements of TS 3.14.C. that specifies that one service water flow path be operating and one flow path be operable to support operation of the Main Control Room emergency Switchgear Room A/C System whenever fuel is in the reactor for either unit.
The service water for these two systems come off on an 8-inch branch line in the service water system.
An inspection of Unit 2's 48-inch service water header with divers is considered warranted based on the initial inspection of the Unit l's headers.
To safely perform the inspection of the 48-inch header with divers, the one service water supply system will be operating to provide cooling water for the Main Control Room and the Emergency Switchgear Room A/C system, but the operability of the redundant suppy will be placed in an inoperable status.
The temporary waiver of compliance will allow the redundant operable service water supply for the Main Control Room and Emergency Switchgear Room A/C System to be isolated and thus be in an inoperable status for a 6-hour period while the inspection of the 48-inch header is being performed with divers.
This request would be separately applied to each of the 8-inch service lines.
We have reviewed your request which included discussion with your staff on October 26 and October 27, 1990, and are granting this temporary waiver of compliance provided the inspections are complete before 2400 on October 29, 1990.
