During Reolroulation Spray System service water flow testing on Unit 1, flow anomalies were identified wh!cn could Impact system operability. This resulted in the Unit 2 Recirculation Spray system being declared inoperable due to indeterminate

status. The unit was subsequently shut down.

The initialinspection resu'ts of the Service Water linos in Unit 1 indioated a significant

. growth of hydroids in the water filled 48 inch service water supply heacers. Inepection s

. of similar headers while water fil led will require use of a diver. To safely perform an inspection of the 48 inch eervice water eupply headers for Unit 2, a walver of compliance is being requested to secure certain flows while the diver la In the affected pipe.

Surry Technical Specification 3.14.C. requires that one service waur flow path be

. operating and one flow path be operable to support operation of the Main Control

Room and Emergency Switchgear Room Air Conditioning System whenever fuelle in tne reactor for either unit. The two 48 inch headers in Unit 2 provide the service water for the Main Control Room and Emergency Switohgear Room Air Conditioning System
through 8 inch branch lines upstream of the Recirculation Spray Servloe Water isolaten valves? To safety perform the inspection of these headers with divers, servloe

. water flow must be Isolated in these linee. The inspection process is expected to take

request would be separately applied to each of the eight inch service water lines.

These inspections will be complete by 2400 on October 29,1990.

however, based on previous operatino experiences, sufficient time is available to re establish flow in the inoperable service water line without exceeding L'

design temperature limits in these areas thereby. eliminating any potential equipment instability or failure as a tsult of this activity.

Thebroposed walver will not oreate the possibility of a new or different kind of 2.

plant is in cold shutdown and will be operated in the same manner.

The proposed change does not involve a significant reduction in a margin of -

l safety. The heat loads are low enough to allow ample time to reestablish l

service water flow and ensure bulk air temperatures are maintained within design. Therefore, the safety margin in any desion base accicnt analyses is p

not affected by this request.
