Ebneter, Regional Administrator TEMPORARY WAIVER OF COMPLIANCE FOR SURRY UNIT 2 DOCKET NO. 50-281 ThEi purpose of this memorandum is to document that on October 27, 1990, Virginia Electric and Power Company (VEPCO) was granted a temporary waiver of compliance of TS 3.14.C. to facilitate inspections on Unit 2*~ 48-inch service water headers.
As agreed in discussions between NRC Headquarters and Regional Staff, a temporp.ry waiver of compliance was granted by the Regional OFfice in a telephone conversation with VEPCO's Nuclear Licensing representative, Mr. Dave Sommers, on October 27, 1990.
The licensee requested a waiver to the require~ents bf TS 3.14.C. that states one service water flow path be operating and one be operable to support operation of the Main Control Room and Emergency Switchgear Room A/C System whenever fue 1 is in the reactor for either unit.
- The waiver a 11 ows the isolation of the redundant service water supply to the Main Control Room and Emergency Switchgear Room A/C s*ysteni so that an inspection of the service water's 48-inch headers can be made by divers.
During the time of the inspect,on, the operating portion of the service water TS requirement for the
. Main Control Room and the Emergency Switchgear Room A/C System wi 11 be in active service, but the redunda.nt standby-operable portion will. be in an inoperable status as a result of the isolation requirements for diver's safety.
Prior to granting the temporary waiver of compliance, the technical issues and the* extent of the proposed waiver were discussed between E.. Merschoff, A. Gibson, A. Belisle, P. Fredrickson, M. Sinkule, J. Milhoan and S. Ebneter of Region II; B. Buckley, E. Adensam, and.PSS representatives of NRR; and VEPCO man~gement and technical Staff.*

.P.2/4 During Raolrculation Spray System service water flow* testing on Unit 1; flow anomalies were identified which could Impact system operability. This resulted in the Unit 2 Recirculation Spray system being declared Inoperable due to indeterminate status. The uni1 was subsequently shut down.
The initial inspection results of the Service Water Jines in Unit 1 indicated a significant growth of hydroids in ihe water-filled 48 inch service water supply headers. Inspection of similar headers while water-filled will require use of a diver. To safely perform an Inspection of the 48 inch servioe water eupply headers for Unit 2, r. waiver of compliance is being r~uested to S8Cure certain ftows while the (fiver is in the affected pipe.
Surry Technical Specfflcatlon 3. 14.C.reQuires that one service water flow path be operating and one flow path be operable to support operation of the Main control Room and Emergency Switchgear Acom Air CondillonlnQ System whenever fuel is in the reactor for either unit. The two 48 inch headers in Unff 2 provide the servle$ water for the Main Control Room and Emergency Switchgear Room Air Conditioning System through 8 inch branch lines upstream of the Recirc!,Jlation Spray Service Water isolation valves. To safely perform the inspection of these headers with divers, service water ffow must be isolated in these fines. The inspection precess is expected to take.

Administrative controls will be placed on the isolated valve for the operable line requiring the diYer to terminate the 48 Inch header inspection and flow to be established in the isolated 8 inch llne within thirty minutes. This provides ample time
- for the dlver(s) to leave the service water header. It Is Important to note that both the operating and operable 8 inch lines are a newly installed, seismically qualified.

SIGN(flCANT HAZARDS CONSIDERATION The proposed waiver of complianoe tc.allow only one iervice water supply line to the air conditioning chillers for the Main Control encl Emergency Switchgear Rooms to be inoperable does not result in a significant hazards consideration.

The requested waiver does not significantly increase the probability or consequences cf an accident previously evaluated. The consequences of the accident will not change.
The probability of a loss of service water to Emergency Switchgear and Control Room air conditioning will increase; however, based on previous operating e>:periences, suffident tims is available to re-establish flow In the Inoperable service water line without exceeding design temperature limits in these areas ther~by eliminating any potential equipment instability or failure as a result of this activity.

The proposed waiver will no, oreate the possibility of a new or different kind of accident from any accident previously evaluated, Bulk air temperatures will be maintained with design limits. No new accident precursors are generated. The plant Is In cold shutdown and will be operated in the same manner.

The proposed change does not involve a significant reduction in a margin of safety. The hea1 loads are. low enough to allow ample time to riostabllsh service water flow and ensure bulk air temperatures are maintained within design. Therefore, the safety margin In any design base aocident analyses ts not aff aoted by this request.

System whenever fue 1 is in the reactor for either unit.
The service water for these two sys terns come off on an 8-i nch
- branch line in the service water system.
An inspection of Unit 2's 48-inch service water header with divers is considered warranted based on the initial inspection of the Unit l's headers.
To safely perform the inspection of the 48-inch header with divers, the one service water supply system will be operating to provide cooling water for the Main/Control Room and the Emergency Switchg~ar Room A/C system, but the operability of the redundant suppy will be placed in an inoperable status.
The temporary waiver of compliance will allow the redundant operable service water supply for the Main Control Room and Emergency Switchgear Room A/C System to be isolated and thus be in an inoperable status for a 6-hour period while the inspection of the 48-inch header is. being performed with divers.
This request would be separately applied to each of the 8-inch service lines.
We have reviewed your request which included discussion with your staff on October 26 and October 27, 1990, and are granting this temporary waiver of complia~1ce provided the inspections are complete before 2400 on October 29, 1990.
