NOTICE OF VIOLATION Virginia Electric and Power Company Surry Nuclear Plant Docket Nos. 280 and 281 License Nos. DPR-32 and DPR-37 During an NRC inspection conducted from July 26. 1998. through September 5.
1998. a violation of NRC requirements were identified.
In accordance with the "General Statement of Policy and Procedures for NRC Enforcement Actions."
NUREG-1600. the violation is listed below:
10 CFR 50. Criterion XVI. "Corrective Action." states that measures will be established to assure that conditions adverse to quality such as deficiencies are promptly identified and corrected.
Contrary to the above. conditions adverse to quality were not promptly corrected in that:
- a.
In December 1992. the licensee identified that the setpoint for the overcurrent protection of the inside recirculation spray pump motors could result in spurious tripping upon motor starting, and this condition adverse to quality was not corrected as of August 1998; and
- b.
in June 1992. the licensee identified that there was no analysis or test to demonstrate that the components in the 125 VDC Station Battery Distribution System would receive rated voltage for all design basis scenarios. and this condition adverse to quality was not corrected as of August 1998.
This is a Severity Level IV violation (Supplement I).
The NRC has concluded that. for the Violation. information regarding the reason for the violation. the corrective actions taken and planned to correct the violation and prevent recurrence and the date when full compliance wilJ be achieved is already adequately addressed on the docket in your letter dated July 9. 1998. (Serial No.98-300).
However. you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description for the Violation therein does not accurately reflect your corrective actions or your position.
In that case. or if you choose to respond. clearly mark your response as a "Replyto a Notice of Violation." and send it to the United States Nuclear Regulatory Commission..ATIN:
