ENCLOSURE 2 MANAGEMENT MEETING

SUMMARY

An NRC and Virginia Electric and Power Company (VEPCO) Management meeting was held at the Surry Power Station on February 28, 1989, to discuss the status of the l icensee 1 s corrective actions to various plant problems.

VEPC0 1 s Vice President - Nuclear opened the meeting by focusing on the recent enhancements at Surry, and stating that the commitment to a quality job and safety has become evident to VEPCO management during tours of the plant.

The Station Ma~ager - Surry discussed several management actions to enhance performance, including the consolidation of engineering functions, institution

... of the Configuration Management Project (CMP), and assurance of thorough reviews of operational events.

With respect to engineering consolidation, VEPCO stated that there are 84 engineering positions on-site, with 20 vacancies being filled with contractors.

The Station Manager then provided an update on the Operational Readiness Assurance Program, including the emergency power system testing.

Thirty-five systems were identified for walkdown in the program.

The Surry Unit 1 walkdowns have been completed and the Unit 2 walkdowns have started.

VEPCO stated that they have not found significant safety deficiencies during the walkdowns, and that 60 of the 1543 11 items of note 11 from the Unit 1 walkdowns have been categorized as startup items.

With respect to emergency power system testing, the Station Manager stated that the emergency *diesel generator testing is complete and concluded that the diesels would have performed their intended functions.

The dead bus test verified that loads a~e powered from the correct bus, with fourteen discrepancies noted.

VEPCO stated that the most significant discrepancy was the spiking of the B train inadequate core cooling monitor when A train was deenergized.

The Station Manager discussed the status of other issues, including restart Hems.

The restart issues discussed included canal inventory, service water heat exchanger performance, control room and emergency switchgear room ventilation, inside recirculation spray pump operability, gas binding of the charging pumps, emergency diesel generator load sequencing, secondary pipe thinning, and socket weld e~amination.

The status of these items is contained in Enclosure 3 to this summary.

The discussion on other issues focused on non-original equipment manufactured (non-OEM) parts, safety-related motor operated valve (MOV) inspections, safety-related motors and breakers, and control room habitability.

The Station Manager stated that one low-head safety injection (SI) pump has non-OEM parts, and a spent fuel pool cooling pump and component cooling water pump had potential non-OEM parts.

The SI pump will be overhauled, and the other pumps have been evaluated as acceptable for operation.

To prevent recurrence, VEPCO stated that procurement engineering on-site verifies that requests for parts

are written correctly.

In the area of safety-related MOVs, a VEPCO task team is inspecting and evaluating 141 rising stem MOVs and 60 quarter turn MOVs to ensure they are capable of performing their intended functions.

To prevent recurrence of MOV problems, VEPCO has upgr_aded their valve overhaul procedures, increased* oversight during overha!,11, and enhanced training.

The Vice President - Power Engineering Services discussed the Configuration Management Project* and its associated schedule for implementation.

The licensee expressed interest in further discussing priority, schedule, and correction of problems identified with the NRC.

NRC senior management thanked VEPCO for the presentation and stated that the information provided a good perspective on the large amount of work to be accomplished prior to and after restart.

Based on this extensive effort, NRC

... management stated that all the restart issues and subsequent post-restart programmatic efforts should be approached in a diligent manner, and that meeting schedule milestones should not compromise thorough resolution of each issue.

In closing, VEPCO reiterated their commitment to quality and safety.
