UNAUTHORIZED HOGGING OPERATION

1.

Description of Event

During start-up of unit one the Containment Vacuum System Steam Ejector was placed in service without obtaining a containment gaseous release form.

This is a violation of Technical Specification 6.4.D and is reportable in accordance with Technical Specificat~on 6.6.2.b.(2).

2.

Probable Consequences and Status of Redundant Equipment:

A valid gaseous waste discharge form for purging operations was in effect at the time of the hogging operation.

The ejector was secured at 13 psia and health physics obtained a sample for analysis.

The release did not exceed the Technical Specification limits.

Therefore the health and safety of the public were not affected.

Action Taken to Prevent Recurrence:

Instructions will be provided to the operating staff to insure the appropri-ate documentation is accomplished when hogging the containment.
