Thank you for your letter of February 21, 1980, infonning us of steps
you are taking to correct the item of noncompliance concerning activities
under NRC Operating License Nos*. DPR-32 and DPR-37 brought to your
attention in our letter of January 2, 1980 and discussed with you in
telephone conversations on January 25, 1980.
We have reviewed the
arguments put forward in your letters of January 18 and February 21, 1980
supporting the position that the locks in question were in compliance
with regulatory requirements. It is our conclusion that the subject
locks were not adequate to prevent unauthorized access as required by
Technical Specifications, and the item of noncompliance is correct as
cited.
We will examine your corrective actions during subsequent
inspections.
