We have reviewed your letter of January'2, 1980, in reference to the inspection conducted at Surry Power Station, Unit Nos. 1 & 2 on Novmi>er 27-30, 1979, and reported in IE Inspection Report Nos. 50-280/79-64 and 50-281/79-84.
Olr response to the specific infraction is attached.
We have detemiined that no proprietary infomiation is contained in the reports. Accordingly, the Virginia Electric and ~r Cxnpany has no objection to these inspection reports being JIBde a matter of public disclosure.

This is an infraction.
B.
RESIUNSE We are not in concurrence with the infraction as stated.
The gate was found in the locked position on Novanber 27, 1979. Regttla-tory personnel circunvented the lock to gain entrance to the boric acid filter area.
It is our position that the intent of Technical Specification 6.4.B.1.6
- was met.
O.lr position rem.ins that in the absence of standards or other guidelines on acceptable criteria for gates and locking mechanisns to prevent unauthorized entry into areas with radiation levels in excess of 1000 mran/hr., the gate*was providing the necessary deterrent.
The mechanisn for controlling unauthorized entry into areas with radia-tion lev~ls in excess of 1000 mran/hr. is rronitored very closely by cognizant personnel at the station. Upgrading of all gates and locking mechanisn.s is being accmpl ished as superior methods are discovered *
