APPENDIX A NOTICE OF VIOLATION Virginia Electric and Power Company Surry Unit 1 License No. DPR-32 Based on the NRC inspection October 15-19, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below.
These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Technical Specification 6.4.A and 6.4.D, detailed written procedures with appropriate check off lists and instructions shall be provided for normal startup, operation and shutdown of a unit, and of all systems and components involving nuclear safety of the station.
These procedures shall be followed.
Contrary to the above, during the period October 15-19, 1979, valve check lists for:
Diesel Air, Lube Oil, and Cooling Water Systems; Emergency Diesel Fuel Oil System; Auxiliary Feedwater System, and Residual Heat Removal System were inadequate in that they were incomplete or in error.
This is an infraction.
