Station, Unit 1 50-280 79-010/03L-0 03-23-79 Mislocated Supports

1. Description of Event

During an investigation of as-built piping conditions, with the unit at cold shutdown, Vepco and the AE discovered discrepancies in the location and configuration of some pipe supports.

2.

Probable Consequences and Status of Redundant Systems Although some discrepancies were found, it is felt that sufficient design conservatism and redundancy would have provided for safe shutdown capability in the occurrence of a seismic event.

3.

Cause

Most of the discrepancies are attributable to construction deficien-cies. Improper support configuration in one line is attributable to utility maintenance.

4.

Innnediate Corre~tive Action:

The unit was at cold shutdown.

All discrepancies were noted and repairs, if necessary, will be made prior to unit startup.

5.

Subsequent Corrective Action:

The outcome of the concurrent pi.pe stress re-analysis will determine if corrective measures are necessary.

6.

Action Taken to Prevent Recurrence:

Maintenance personnel have been made aware of the importance of proper re-installation of pipe supports removed for piping replacement.

7.

Generic Implications:

Surry Unit 2 piping systems will be checked during the current steam generator replacement outage.
