1.

Description of Event

With the unit shut down, SnubbeT Visual Inspection (PT-39B-2) resulted in one snubber being declared inoperable because of low ilutd level~

This condition is reportable in accordance with Technical Specification 6.6.2.b.(2).

2.

Probable Consequences of Event/Status of Redundant Systems:

One snubber represents a very small percentage of the total seismic restraint installation.

Since these are restraints provided for~ low probability event, and since unit operation was normal from startup to shutdown, the health and safety of the public were not affected.

3.

Cause of Event

Disassembly and inspection revealed that the major portion of the leakage was from the reservoir fill fitting.

4.

Irrnnediate Corrective Action:

The snubber was removed, rebuilt, andd 1s awaiting test prior to reinstallation.

None required.

6.

Actions Taken to Prevent Recurrence:

All subbers will be visually inspected for operability prior to unit startup.

7.

Generic Implications:

Since this was the only low level discbvered of all snubbers inspect-ed, this is considered a random event, and as such, theie are no generic implications.
