Station, Unit 1 50-280 78-040/03L-O 10-31-78 EDG 1 & 3 Refueling Periodic Test

1.

Description

During a routine audit by station personnel of periodic test reports, it was noted that the periodic test to conduct an inspection of Emergency Diesel Generators #1 & #3 during the refueling outage was not conducted.

This was an administrative error that the PT was not scheduled, however, the EDG's were run during this period in accordance with the monthly PT.

The event constitutes a condition contrary to Technical Specification 4.6.A.l.d and is reportable in accordance with Technical Specification 6.6.2.b.(3).

Probable Consequences/Status of Redundant Systems:

Tne EDG's in question were demonstrated operable at all times by the successful completion of the monthly PT.

Accordingly, the health and safety of the public were not affected.

Cause

Due to a personnel oversight, the PT required to be accomplished during a refueling outage was not scheduled and consequently not completed.

4.

Immediate Corrective Actions

The PT for each EDG was immediately scheduled and completed on Novenber 2 and 3.

5.

Scheduled Corrective Actions:

The problem was rectified immediately and no further action is deemed necessary.

6.

Actions Taken to Prevent Recurrence:

Administrative guidelines for scheduling periodic tests has been revised to preclude another oversight.

7.

Generic Implications:

There are no generic i~plications in this instance.
