NRC INTEGRATED INSPECTION REPORT 50-272/97-07, 50-311/97-07

NOTICE OF VIOLATION

Dear Mr. Eliason:

On April 26, 1997, the NRC completed an inspection at your Salem 1 & 2 reactor facilities.

The enclosed report presents the results of that inspection.

During the 6-week period covered by this inspection period, the conduct of activities at the

Salem facilities was generally characterized by safety-conscious operations, sound

engineering and maintenance practices, and careful radiological war!< controls. Security

inspectors performed selective reviews of procedures and records, inspectors'

observations, and interviews with security personnel. The inspectors determined that you

are implementing a security program that protects public health and safety. A review of

various RP program areas indicated generally good program implementation. We are

concerned, however, about two violations of NRC requirements that were identified. In the

first instance, NRC inspectors identified that, in implementing the actions required by the

Technical Specification 3.8.2.2 action statement, operators did not restore all of the

required equipment. In the second instance, failure of RP (radiological protection) services

to provide periodic RP and ALARA program reviews resulted in a violation.

These violations are cited in the enclosed Notice of Violation, and the circumstances

surrounding the violations are described in detail in the enclosed report. Please note that

you are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. In responding to the Technical

Specification 3.B.2.2 violation, pl~ase include your assessment of the Technical

Specification Surveillance Improvement Project (TSSIP) phase one effectiveness relative to

the adequacy of the Technical Specification 4.8.2.2 surveillance. The NRC will use your

response, in part, to determine whether further enforcement action is necessary to ensure

compliance with regulatory requirements.
