RESPONSE TO NRC BULLETIN 88-08, "THERMAL STRESSES IN PIPING CONNECTED TO REACTOR COOLANT SYSTEMS," SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 {TAC NOS. M69680 AND M69681)

Dear Mr. Eliason:

The NRC staff has completed its review of your response to NRC Bulletin 88-08, "Thermal Stresses in Piping Connected to Reactor Coolant Systems," and the related safety evaluation is enclosed.

In accordance with Action 3 of the Bulletin, you have provided the requested assurance that the unisolable sections of the Normal and Alternate charging lines will not experience-fatigue failure during the remaining life of the plant.

The same assurance was provided for the Auxiliary Spray line, but only for 24 calendar years of plant life. You have concluded that no further action regarding this line is required at this time, but committed to re-*

evaluate this line for each unit approximately 3 years prior to exceeding the 24 calendar years. Thus, the Salem Unit 1 Auxiliary Spray line will be re-evaluated by December 31, 1998, and the Salem Unit 2 Auxiliary Spray line will be re-evaluated by December 31, 2002.

The NRC staff finds this acceptable.

However, based on the results of this re-evaluation, you may also be required to check for leakage at the end of the 24-year time interval for each unit.

  • If leakage is detected, you will be required to replace or repair the affected unisolable piping and the isolation valves.

If no leakage is detected, you may be required to implement a program to detect inadvertent leakage, for the life of the plant.

To satisfy the requirements of Action 3 for the Safety Injection lines, you have proposed to implement a leakage monitoring program.

We have reviewed thi~ program and find that the proposed leakage monitoring program provides the required assurance as requested by Action 3 of the Bulletin, subject to the condition that no leakage be detected at the end of every refueling outage, for the life of the plant.
