RESPONSE TO BULLETIN 88-08, THERMAL STRESSES IN PIPING CONNECTED TO REACTOR COOLANT SYSTEM, SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 (TAC NOS. M69680 AND M69681)
By letter dated January 31, 1992, Public Service Electric and Gas Co. (PSE&G)"'
responded to the staff's September 16, 1991, and October 23,. 1991, letters that stated that your response to Bulletin 88-08 did not provide sufficient assurance that unisolable portions of all piping connected to the reactor coolant system will not be subjected to stresses that could cause fatigue failure during the remaining life of the units.
In response, PSE&G has proposed to provide double valve isolation in one line to prevent back leakage and to maintain continuous flow in the other two lines as a means to prevent thermal cycling.
However, the evaluation of these two methods by PSE&G has not been completed and the proposed schedule is to have them completed by the end of calendar year 1992.
The staff has the following observations concerning the proposed solutions:
I. For the line downstream from the high head charging pump cold leg injection check valves, the valve lineup is to be changed to provide double valve isolation.
In making this valve lineup change, the 900 gallon BIT tank will be isolated from the system and no overpressure protection is provided on the tank.
The relief valve was removed after~~he use of high concentration boric acid solution was no longer reqy}:red.
With this section i so 1 ated and no over pressure protection prQifded, the ASME code should be reviewed to ensure compliance.
Als~; without over pressure protection, the pressure could build up and over pressurize the tank and pipe or a pressure lock on the inlet and outlet valves could develop such that neither valve could be opened when required.

For the alternate charging line and the pressurizer auxiliary spray line, the valve lineup would be changed to provide continuous flow.
The isolation valves are air operated valves, so the normal charging flow will be split into the three paths. This change in lineup may affect the operation of the plant. Because of that, the :ccid~nt _

Mr. Steven April 8, 1992 analyses will have to be reviewed to determine what affect, if any, there is on those analyses. Also, normal operating procedures, abnormal operating procedures, emergency operating procedures, and training will have to be reviewed to recogniie this change in lineup.
It is expec.ted that the evaluations to be performed will respond to the above observations.
The proposed schedule for completion of. the evaluations, 6 months after completion of the Salem Unit 1 tenth refueling outage, would have the evaluations completed by December 9, 1992.
The staff finds this schedule to be acceptable.
When completed, please provide the results of the evaluations to the staff and include a schedule for implementation of the corrective actions. This requirement affects 9 or fewer respondents and, therefore, is not subject to Office of Management and Budget review under P.L.96-511.
